Au sein du département Energy Management & Adequacy, l'équipe Ancillary Services est responsable d'évaluer les évolutions du marché des services de maintien de l'équilibre et de la tension pour pouvoir répondre notamment à l'importance croissante des énergies renouvelables et à l'intégration du marché européen de l'énergie. L'équipe Ancillary Services est également en charge du dimensionnement des réserves d'équilibrage et de l'élaboration des services de reconstruction pour remettre son réseau sous tension après un black-out.
En tant que Ancillary Services Contract Manager vous êtes notamment responsable de la rédaction des contrats relatifs à la fourniture des services auxiliaires, régissant la relation entre entre Elia et les fournisseurs de ces services (producteurs, consommateurs, agrégateurs indépendants) et approuvés par la CREG. Votre tâche consiste à traduire pour ces services, en termes contractuels clairs, précis et conformes à la terminologie des textes légaux belges et européens y afférents, les conditions de participation, d'achat, de livraison, de contrôle et de pénalités applicables.
A cette fin,
Vous acquérez une bonne compréhension des services et collaborez étroitement avec les différents Product Owners, en charge de la conception et de la supervision de chaque service. Vous « créez des liens entre les différents services » et proposez le cas échéant des approches alternatives, inspirées p.ex. de meilleures pratiques adoptées pour d'autres services dans des situations similaires
Vous vous assurez que les contrats sont clairs, conformes à la conception du service concerné et cohérents entre eux, tant dans leur structure que dans la terminologie utilisée. Si vous observez des imprécisions ou des différences dans les approches utilisées pour différents services, vous en avertissez les Product Owners concernés.
Vous interagissez au sein d'Elia avec les différents départements concernés (Customers, Legal, Regulatory Affairs, ) dans le cadre de l'élaboration et de la validation du contrat.
En collaboration avec le Product Owner, vous menez les processus de consultation publique et d'approbation des contrats par la CREG.
Votre profil
Vous avez un diplôme universitaire (master), de préférence dans une orientation technique.
Vous avez un minimum de 3 ans d'expérience dans le secteur de l'énergie. Votre compréhension « système » du fonctionnement du réseau électrique vous aide à rapidement situer et comprendre des problématiques variées. Une connaissance des mécanismes d'équilibrage et du fonctionnement des marchés de l'électricité est un atout.Vous avez un minimum de 3 ans d'expérience dans la rédaction de contrats et/ou en utilisez quotidiennement, et avez des affinités avec les aspects légaux.
Vous appréciez les discussions conceptuelles et les sujets complexes.
Vous êtes rigoureux et précis dans votre communication, tant à l'oral qu'à l'écrit. Vos compétences de communication vous permettent de toujours choisir le mot juste et d'expliquer clairement les propositions d'Elia et de tiers. Vous savez négocier et convaincre lorsque vous défendez les propositions d'Elia, et êtes soucieux d'aboutir à un consensus entre les différentes parties prenantes.
Vous maîtrisez très bien l'anglais (écrit et oral), ainsi que le néerlandais ou le français. Vous avez une bonne connaissance orale de la troisième langue.
Vous êtes organisé, responsable et autonome.
