In these areas, Expertise France carries out engineering and implementation missions for capacity building projects, mobilizes technical expertise and acts as an aggregator of projects involving public expertise and private know-how.
With an activity volume of 233 million euros, more than 400 projects in portfolio in 80 countries, and 63,000 days of expertise, **Expertise France** focuses its action towards France's solidarity policy, influence and economic diplomacy.
Le titulaire du poste rejoindra l'équipe chargée du traitement, des demandes d'évaluation et de la mise en œuvre des actions de coopération technique à court terme. Le poste sera situé à plein temps à Bruxelles, en Belgique, avec des déplacements possibles en dehors de l'UE, en particulier dans les Balkans occidentaux. L'équipe est actuellement répartie entre Bruxelles, Paris et Madrid. Les membres de l'équipe basés à Bruxelles comprennent le chef d'équipe de l'équipe, un coordinateur des opérations, un conseiller technique, un responsable de la communication, un coordinateur du développement des connaissances, un responsable du développement des connaissances, un responsable de projet associé soutenant les activités liées aux connaissances, un responsable du suivi et de l'évaluation et un total de six responsables de projet. Les membres de l'équipe de gestion de projet basés à Paris comprennent le chef d'équipe adjoint, deux responsables de programme associés et un conseiller technique. En outre, un responsable de programme associé est basé à Madrid. L'ensemble de l'équipe est sous la supervision du chef d'équipe, soutenu par le chef d'équipe adjoint.
Sous la supervision directe du chef d'équipe et du chef d'équipe adjoint, le titulaire du poste exécute les tâches et les fonctions liées au traitement (réception, évaluation et instruction) des demandes et à la mise en œuvre (formulation, mise en œuvre, suivi et évaluation et clôture) des actions de coopération technique à court terme, conformément aux procédures opérationnelles standard de SOCIEUX+. Les principales tâches et fonctions du titulaire sont les suivantes
Assurer la liaison avec les institutions requérantes et partenaires de SOCIEUX+ ;
Evaluer et fournir une recommandation sur l'éligibilité et la pertinence des demandes reçues par SOCIEUX+ ;
Formuler et planifier les actions de SOCIEUX+ et leurs activités de coopération technique à court terme sur place ;
Préparer et superviser la mise en œuvre globale des actions ;
Identifier, sélectionner et mobiliser des praticiens et/ou des organisations de soutien appropriés qui seront mobilisés pour des missions d'échange à court terme entre pairs dans les pays partenaires de l'UE ;
Coordonner avec les membres de l'équipe de soutien (responsables de programme associés) la logistique des activités de SOCIEUX+ ;
Coordonner avec les membres de l'équipe ayant des fonctions transversales (le chargé de communication et le chargé de suivi) le briefing, l'accompagnement et le débriefing des experts mobilisés ;
Assurer la liaison et la coordination des activités de SOCIEUX+ et des missions d'experts avec les parties prenantes dans les pays partenaires de l'UE ;
Maintenir les réseaux de communication et les listes de contacts des personnes concernées et des parties prenantes des actions SOCIEUX+ ;
Examiner et valider les résultats des experts mobilisés ;
Compiler et produire des rapports d'évaluation des actions documentant, entre autres, les résultats des actions, la réalisation des indicateurs et les leçons apprises pour le développement des connaissances ;
planifier les actions de suivi ;
Rendre compte de manière adéquate, archiver et conserver les informations pertinentes sur les demandes et les actions relevant de son portefeuille ;
Compiler et classer toute documentation relative aux actions et aux activités ; et,
la clôture administrative des demandes et des actions ;
Le titulaire doit également contribuer au fonctionnement général de SOCIEUX+, notamment à l'établissement des rapports, au suivi et à l'évaluation de SOCIEUX+.
Le titulaire du poste assurera une liaison étroite entre les fonctions et les tâches liées aux actions de SOCIEUX+ et le coordinateur des opérations de l'instrument. Le titulaire assurera également la liaison avec tous les membres concernés de l'équipe de gestion financière pour les opérations générales de la facilité.
