1. SUMMARY**The Executive Management (EM) Division has the lead role in the overall management of the NATO HQ.
The EM Division covers the following directorates:
HQ Support and Transformation (HQST), Human Resources (HR), Information. Communications, and Technology Management (ICTM)
The role of Infrastructure and Facilities Management (IFM) is to support NATO's political and decision-making processes by managing and maintaining the NATO Headquarters site.
IFM provides the International Staff (IS), International Military Staff (IMS), national Delegations, Partners, independent bodies and all others accommodated at NATO Headquarters, with facility management services.
IFM is responsible for the overall management, supervision and technical and financial control of all in-sourced and out-sourced facility, maintenance, transportation and logistics services, major and minor investment projects and asset and inventory management in support of NATO Headquarters functions.
Under the supervision of the Head Infrastructure & Facilities Management, the incumbent will be responsible for supervising projects aiming at optimizing NATO HQ workplace, improving its quality and efficiency, and increasing its capacity of the HQ.
S/he will be in charge of the global planning, communication, coordination, and oversight of the design, procurement and implementation of these projects.
- S/he will work closely with the Head of Workplace solutions and Project Management to ensure perfect coordination with the other IFM activities and projects, and to identify and support synergies with them.
2. QUALIFICATIONS AND EXPERIENCE**
ESSENTIAL - The incumbent must:
- possess a university degree in Architecture or Engineering in a relevant field of expertise;-
- have a minimum of 8 years' professional experience in the broad field of medium or large scale project and program management, out of which 4 years in the context of workplace;-
- have experience in all stages of a project management;-
- have experience and the capacity to lead, inspire and engage a diverse and multidisciplinary team;-
- be able to demonstrate relevant experience in the domains of Workplace design & management, Transition programs, and Construction projects;-
- have experience in the domain of change management in the context of large companies or international organisations. (involving deep interactions with both working level and senior management);-
- have excellent networking, communication and negotiation skills;-
- Possess the following minimum levels of NATO's official languages (English/French): V ("Advanced") in one; III ("Intermediate") in the other.
DESIRABLE - The following would be considered an advantage:
- Master's degree or equivalent working experience in a relevant field relevant for the position;
- experience in a national administration and/or international public sector organisation;
- knowledge of NATO HQ's structures and procedures.
3. MAIN ACCOUNTABILITIES**
Project Management
- Oversee projects design and execution, manage inter project conflicts and synergies, resources, and implementation activities, ensure consistency of the vision and approach. Together with the project teams, prepare and present reports to leadershipto address investment, implementation schedules, and technical appraisals. Raise areas of concerns, identify and manage project risks and issues, and seek senior leadership decisions when necessary. Present and defend options before commitees and leadership. Assume responsibility for liaising with decision makers and high level customers, to ensure that projects are on track and respond to the needs of the Organization and of its business units.
Together with Procurement services, oversee the development of procurement strategies to ensure relevant resources, services and products are available on a timely manner.
Financial Management
- Review budget project proposals, included in the program. Liaise with procurement to achieve aligment in the contexts of procureced services. Plan and compare budget forecasts and provide data for forecasts when necessary. Monitor and report funding priorities of the service.
Expertise Development
Information Management
- Advise and report to leadership (progress reports, risk and mitigation plans, etc). Together with the IFM
- Facilities Data Management team and with project teams, put in place a document management strategy and explore best practices used for document management tools & processes. Make sure both project documentation and future operational documentation (As built) are
