**Jouw bijdrage, jouw missies**:
Om de besturen van het Brussels Hoofdstedelijk Gewest ondersteuning te bieden bij de aankoop van IT-materiaal, software en IT-diensten, is Paradigm.brussels op zoek naar verschillende profielen om zijn dienst Procurement te versterken.
Je komt terecht bij het bestaande team waar je instaat voor de voorbereiding of uitvoering van overheidsopdrachten.
Als toekomstig specialist zorg je voor het aanbieden van diensten die tegemoet komen aan de specifieke behoeften van onze klanten:
Voorbereiding van de opdrachten
- Samen met de technische en projectteams coördineer je de technische en functionele aspecten van openbare aanbestedingen met het oog op de aankoop van IT-oplossingen (hardware, software, diensten)
- In samenwerking met de juridische dienst lanceer je de IT-opdrachten.
- Je analyseert de offertes en coördineert de gunningsdocumenten op basis van de technische input van de interne klanten.
- Met het Procurement team neem je de rol op van gewestelijk IT-SPOC voor overheidsopdrachten.
- Je staat in contact met andere aankoopcentrales.
Contractbeheer
- Je volgt de uitvoering van de gegunde IT-opdrachten op en je ziet toe op de inhoud van de contracten
- Voor zover het bestek dit toelaat, onderhandel je over prijzen, bepalingen en voorwaarden alsook over contracten voor IT-goederen en -diensten.
- Je ziet toe op het concurrentieel karakter en de billijkheid van de met leveranciers en IT-dienstverleners afgesloten contracten.
- Je beheert de verlenging van licenties, onderhoud, ondersteuning, consultancy, opleidingen,... en je staat tevens in voor het beheer van de navolgende opdrachten, in naleving van de geldende wetgeving, de opdrachtdocumenten en de opgelegde termijnen
- Je past de indexering van de offertes toe en je biedt begeleiding aan de projectmanagers en andere betrokken medewerkers door hen te adviseren en te ondersteunen
- Je zorgt voor voortdurend toezicht en anticipeert op hindernissen
- Je analyseert de gegevens die samenhangen met het contractbeheer, en je staat in voor de contextuele reporting.
Leveranciersbeheer
- Je staat in voor het relationele beheer en de contextuele opvolging van de leveranciers
- Je zorgt voor de sourcing en de identificatie van de dienstverleners.
- Je organiseert en leidt opvolgingsvergaderingen met de leveranciers.
- Je controleert de naleving van de aankoopprocedure en ziet erop toe dat de relaties tussen klanten en leveranciers evenwichtig verlopen.

- Je beschikt over een diploma hoger onderwijs van het lange type of over een universitair diploma in een commerciële, administratieve of technische richting
- Je hebt minstens 5 jaar relevante beroepservaring in een commerciële, administratieve, juridische functie en je hebt belangstelling voor de Brusselse overheids

- Je beheerst de kantoortoepassingen Microsoft 365 en j e hebt belangstelling voor de Brusselse overheids

- Je bent bereid te investeren in opleiding en je op te werken onder begeleiding van een coach die je zal ondersteunen om je leercurve in overheidsopdrachten en in contractbeheer te optimaliseren.
- Je hebt basiskennis van IT-terminologie en -concepten
- Je hebt minstens een intermediair niveau van het Nederlands; basiskennis van het Engels vormt een bijkomende troef
