The procurement team 'WORKS' is responsible for the procurement strategy and the sourcing of contracting projects, as well as for supplier management and active contract management in the activities concerned, both for Elia in Belgium and 50Hertz in Germany.

This predominantly concerns electrical works and civil engineering projects in high-voltage stations, works on high-voltage lines and the realisation of underground cable connections.


To meet the ever-increasing challenges of today and tomorrow, we are looking for a buyer who is able to convince through his/her maturity, vision and approach and who is driven by a critical mindset, autonomy and ambition.

Since we, at WORKS, place enormous importance on being a 'match' with the team, this will also be a crucial factor.

In the role as buyer,


you will autonomously, but in close relationship with the internal client, manage procurement files from call for tenders to allocation and thus have a major responsibility in the execution of our investment portfolio.

This may concern a specific project need or a framework contract;
you demonstrate your added value at a tactical and strategic level by devising and implementing a project procurement strategy in line with the existing procurement policy;
you contribute to the preparation or adjustment of the product strategy and market analysis. To this end, in addition to technical knowledge, you invest in a thorough understanding of the needs, the prevailing market dynamics and opportunities and you share your vision with colleagues from 50Hertz in Germany;
you contribute to supplier management and to maintaining positive long-term relationships with important contractors. Where necessary, you supervise improvement processes and seek market opportunities;
for major projects, we also expect your involvement in the phase prior to the call for tenders and/or in the coordination of all procurement needs;

you lead a number of multifunctional teams or working groups in your area of expertise dedicated to creating impact and exploring improvements and opportunities.


Depending on your profile and interests, there is also the possibility of combining your main task with the tasks of contract manager for major investment projects.

More specifically, you are responsible for a (pro)active follow-up of SLAs, costs, possible conflicts and, where necessary, any corrective actions for the project in question.

To this end, we expect a certain (efficient) presence on site and your participation in project (follow-up) meetings.

Your Profile


You have a Master's degree, preferably in a technical-commercial field or a background with a clear technical and economic focus.

You preferably have at least 5 years of relevant experience in procurement/contract management.

You are bilingual (Dutch/French) and you can express yourself sufficiently in English.

You are autonomous but attach great importance to teamwork.

You communicate with others in an efficient, assertive and diplomatic way and you know how to create buy-in.

You are analytical and results-driven.


You are eager to learn, have a particular interest in the technical aspects and are able to propose optimisations or to question certain matters.

You have experience with commercial contracts and their execution.

You are an assertive and experienced negotiator and understand the importance of the elements that can influence this success.


You are able to look for innovative ways and out-of-the-box approaches when these can contribute to the realisation of the challenges.

When it comes to PCs, MS Office holds no secrets for you. Experience with MS Project and SAP is a plus.
