We are seeking a Senior Policy Advisor, Open Society-Europe and Central Asia, based in Brussels to develop, implement and evaluate advocacy strategies to advance democratic reforms in Eastern Europe and Central Asia through European integration.

Job Profile


The Senior Policy Advisor develops, implements and evaluates advocacy strategies to advance democratic reforms in Eastern Europe and Central Asia through European integration.

Those strategies may include a wide range of advocacy tools, including grantmaking and communications.


Working under the supervision of a Unit Manager, the Senior Policy Advisor will build collaborative relationships within and outside OSF that advance social change, participates in the development of overall program strategy and conducts or leads research to support program design.

As a Senior Policy Advisor at Open Society you will:

  • Plan, implement and evaluate advocacy campaigns targeting policy makers at the EU level and in key European capitals.
  • Be proactively engaged in policy development and management;
  • Effectively communicate with our strategic stakeholders, both within the Open Society Foundations and outside;
  • Be asked to do policy research, as necessary, and develop recommendations on our key advocacy priorities;
  • Prepare analytical materials for the leadership of the Program and the Open Society Foundations;
  • Manage projects.

What we are looking for:

  • University degree or equivalent. Over 7 years of practical experience of performing functions listed above.
  • Sound knowledge of political and socioeconomic context in Eastern Europe, South Caucasus and Central Asia.
  • Excellent knowledge of EU institutions and decisionmaking processes
  • Substantial experience with direct advocacy with key EU institutions and stakeholders.
  • Working knowledge of at least one regional language (e.g. Ukrainian, Romanian, Russian, or Georgian) in addition to excellent English language skills. Knowledge of French or German is an advantage.
  • Commitment to continuous learning and growth in the areas of diversity, equity, inclusion, antiracism and social justice;

Desirable (but not needed)

  • May be required to travel for work purposes and/or work in other OSF offices for significant periods (over 25% of working time).
  • Prior experience supervising the work of a small number of junior colleagues is a plus
