- ordination of resources supporting same. The role will also cover all regulatory reporting requirements and oversight of any Outsourcing arrangements for IPA. The Head of Compliance will oversee all Reinsurance filings made under the remit of IPA's regulatory scope.
Dimension of the role:
- Responsibility for all Regulated IPA Branches visàvis National Bank of Belgium and Financial Services Markets Authority
- Coordination and Management of IPA Compliance officers located globally in the Branch Network
- Responsibility for Regulatory reporting and Compliance with regulatory requirements for both head office and branch network, including all ad hoc communications to NBB and FSMA.
- Represent Compliance at IPA ExCom (note that I am the Excom member representing Compliance) and Risk Committees and Board of Directors, providing a full update on Compliance Risks and remediation actions
- Work collaboratively and pro actively to ensure a pragmatic approach to first line strategic business plans.
- Promote a One AXA Partners Compliance team across all business lines and geographies
- Work collaboratively with others in the Legal and Compliance function to ensure a One AXA approach and to help create an effective combined AP General Secretary team.
- People management where necessary
KEY RESPONSIBILITIES
- Responsible for identifying, assessing, mitigating, managing and reporting on IPA Compliance risks across AXA Partners with the support of compliance officers of IPA branches.
- Ensure the implementation of an annual Compliance Monitoring Plan for IPA
- Management of Compliance Officers located in IPA Branches
- Ensure timely Regulatory reporting on IPA Branches, including FSMA annual mapping
- Oversight and monitoring of all Outsourcing arrangements to which IPA is party
- Maintenance and oversight of all Reinsurance requirements
- Management of Regulatory relationship with both NBB and FSMA as primary regulators including coordination of responses to their inspections and review of Fit and Proper filings for all IPA regulated roles.
- Ensure Compliance with AXA Group Standards
- Maintain a strong presence in the business to ensure the development of robust Compliance Culture
- Drive business Compliance with applicable national regulatory requirements
- Work with the AXA Partners Chief Compliance Officer to ensure that internal policies and procedures related compliance are reviewed at least annually, and are easily accessible to all IPA employees.
- Ensure a pragmatic and business partnering model is in place for Compliance function and first line business teams, while maintaining 2nd line independence.
- Responsibility for Special Projects where required
- Work as part of AXA Partners Compliance team to promote a ONE AXA approach across AXA Partners.
Reporting/ Working Relationships:
- Solid reporting line into AXA Partners Chief Compliance Officer
- Functional reporting line to AXA Partners IPA
- Head of Risk
Your Profile SKILLS AND EXPERIENCE**- Minimum of years experience at Senior Compliance level in an international organisation
- Have completed all required local Regulatory qualifications and be registered with the BNB
- Ability to travel to the business operation to oversee effectiveness of local compliance programs.
- Experience with global legal and regulatory frameworks.
- Strong understanding of Insurance products, including reinsurance, and distribution models.
- Ability to coach both direct reports and business teams to support an effective compliance culture
- Ability to work in a proactive and pragmatic manner
- Understanding and experience of insurance regulatory framework.
- Ability to communicate effectively (both written and verbal) in French and English.
- Ability to meet or exceed deadline, prioritise, multitask and maintain flexibility in a fast paced changing environment.
- Commercial acumen and ability to influence with persuasive skills and a high level of personal integrity
- Critical thinking and good analytical skills
