Introduction:
Directorate-General for Health and Food Safety (DG SANTE) unit R.4 Information Systems is in charge of developing, maintaining, and operating the DG's information systems at the three geographical sites in Brussels, Luxembourg, and Grange.
The unit works directly with the policy units on digital solutions to implement SANTE's policies and manages the local IT infrastructure and support.
The eHealth Digital Service Infrastructure (eHDSI or eHealth DSI) project aims to exchange cross-border health information (Patient Summary, ePrescription, etc.) for unplanned care abroad.
eHDSI sets up and starts deploying the core and generic services, as defined in the Connecting Eur4ope Facility (CEF), for Patient Summary and ePrescription.
Further health data exchange will be implemented in period. The generic services are the necessary implementation of data exchange at country level, the core services at EU level. These together enable the provision of Cross Border eHealth Information Services.The Secure Data and Document Exchange Expert could also work on any other project of DG SANTE.
Skills, knowledge, experience required:
- A Master's Degree with minimum 17 years' related IT experience;
- At least 15 years' specific expertise in messaging, including good knowledge of:
- Open standards for:
- Data and document exchange: ebMS3, AS4, SBDH, XHE;
- Service discovery: Business Document Metadata Service Location (BDXL), Service Metadata Publishing (SMP);
- Party identification: ebCore Party Id Type;
- Message format standards: XML, XSD, XPATH, WSDL, JSON, JSON schema;
- Discovery and service location technologies: DNS (NAPTR, CNAME), DNSSEC;
- BusinesstoBusiness (B2B) and Electronic Data Interchange (EDI) and common data and document exchange patterns;
- Medical standards like IHE, DICOM, and HL7;
- At least 15 years' specific expertise in backend development, including good knowledge of at least one of the following areas:
- Back-end development techniques: inheritance, polymorphism, SOLID principles, data types, concurrency, design patterns, unit testing;
- Java platform: garbage collection strategies, memory spaces, class loaders, serialization, multithreading, syntax and semantics of the Java language, APIs of the Java Development Kit;
- Databases, directories, and transactions: SQL, LDAP, ACID, XA;
- At least 15 years' specific expertise in integration and monitoring, including good knowledge of at least one of the following areas:
- Continuous integration techniques and tools: Jenkins, TeamCity, Bamboo, GIT, SVN;
- Testing tools: SonarQube, Selenium WebDriver, Serenity, TestLink, JMeter;
- Databases, directories, and transactions: SQL, LDAP, ACID, XA;
- Monitoring tools: Dynatrace, Splunk;
- At least 15 years' specific expertise in the use of Atlassian collaborative tools (Confluence and Jira);
- At least 4 years' specific expertise in document protection, including good knowledge of:
- Digital signature and encryption with X509 certificates, Public Key Infrastructure (PKI);
- Data containers: Associated Signature Containers (ASiC), gzip;
- Legal framework for the use of trust services: the Electronic Identification and Trust Services Regulation (eIDAS Regulation 910/2014/EC);
- At least 2 years' specific expertise in containerization, including good knowledge of at least one of the containerization tools: Docker, Kubernetes;
- Ability to:
- Work autonomously, manage own workload independently, provide status updates, liaise with others, and escalate issues as appropriate;
- Write clear and structured documents;
- Give technical presentations;
- Participate in multilingual (French and/or English) meetings;
- Work in a multicultural environment on multiple large projects;
- Integrate in an international/multicultural environment;
- Good communication skills;
- Capability of integration in an international/multicultural environment;
- Rapid selfstarting capability;
- Experience in working in team and an excellent team player;
- High degree of discretion and integrity;
- Ability to understand, speak, and write in English (B2 level).
Desirable:
- Experience with Agile development methodologies;

- Knowledge of French.
