**Omschrijving van de vacature**
Als Programme Manager (PM) draag je bij tot grant management, zijnde het beheer van een aantal programma's van het VLIR-UOS-portfolio, bestaande uit samenwerkingsprojecten en beurzenprogramma's die worden uitgevoerd door de Vlaamse universiteiten en hogescholen en hun partnerinstellingen in het Globale Zuiden. Als PM zal je verantwoordelijk zijn voor de opvolging van projecten en draag je bij aan de rol van VLIR-UOS als platform en kennishub. Je maakt deel uit van de Programme Hub en je rapporteert aan de Head of Strategy & Operations.
**Gewenst profiel**
Als een waardengedreven koepelorganisatie is VLIR-UOS op zoek naar echte teamspelers die de visie van VLIR-UOS mee kunnen uitdragen.

Vereist
- Je bent in het bezit van een masterdiploma (of gelijkgesteld).
- Je beschikt over relevante werkervaring van bij voorkeur minstens 5 jaar. Je hebt beleidservaring en ervaring met het administratief-financieel beheer van subsidies.
- Je bent bovengemiddeld vaardig in het werken met digitale tools (vlotte beheersing van Outlook, Word, PowerPoint en databeheer in een Windows-omgeving).
- Je hebt een zeer goede mondelinge en schriftelijke kennis van het Nederlands en Engels en goede kennis van het Frans.
- Je hebt ervaring met het geven van presentaties en leiden of faciliteren van vergaderingen.
Wenselijk
- Je hebt ervaring met bepaalde regio's in het Globale Zuiden (bv. in een context van internationale solidariteit), of je hebt ervaring binnen het Vlaams hoger onderwijs.
- Je hebt een solide bagage inzake de Sustainable Development Goals (SDG's) binnen hoger onderwijs en/of ontwikkelingssamenwerking.
- Je hebt ervaring met projectbeheer (bv. PCM, Theory of Change, results' based management, );
- Je hebt kennis van internationale mobiliteit, soorten visa, enz.
- Je hebt kennis van één of meerdere van de prioritaire thema's (Diversity, equity & inclusion; environmental sustainability; kennisvalorisatie;).
Je verantwoordelijkheden situeren zich in de onderstaande domeinen:
Grant manager
De 'Programme Hub' staat als team in voor hetinhoudelijk en administratief-financieel beheer van door VLIR-UOS gefinancierde programma's (grants). Dit kan, afhankelijk van je precieze functie, volgende taken behelzen:
- Je draagt bij aan de algemene beleidsvoorbereiding van VLIR-UOS.
- Je draagt bij aan de organisatie van projectoproepen en selecties van projecten en/of beurzen.
- Je ontwikkelt en onderhoudt relaties met promotoren en medewerkers van de hogeronderwijsinstellingen en draagt de visie en missie van VLIR-UOS mee uit (deelname aan stuurgroepvergaderingen van projecten, terreinbezoeken, vertegenwoordiging van VLIR-UOS op relevante fora, enz.).
- Je ondersteunt promotoren en medewerkers bij de formulering van projecten, bv. via informatiesessies, en bij projectuitvoering.
- Je volgt de verslaggeving van projecten op, en rapporteert hierover aan de donor (DGD).
- Je overziet de selectie van bursalen en mobiliteiten die via VLIR-UOS worden gefaciliteerd (indien van toepassing).
Platform
Vanuit de rol van VLIR-UOS als platform, draag je ook bij aan het verdiepen en verbreden van het VLIR-UOS-netwerk van academische en niet-academische actoren, onder wie overheden, ambassades, Franstalige universiteiten, ITG, NGO's, Enabel, enz. Dit kan, afhankelijk van je precieze functie, volgende taken behelzen:
- Je stimuleert uitwisseling van informatie, kennis en ervaringen, en samenwerking tussen academici in Vlaanderen en het globale Zuiden, en tussen academische en niet-academische actoren.
- Je bouwt platformen uit als lerende netwerken en om samenwerking te faciliteren en initiëren, en organiseert in functie hiervan evenementen.
- Je neemt actief deel aan het netwerk dat VLIR-UOS heeft opgezet met ARES en het ITG over Higher Education & Science For Sustainable Development.
