**Dienst Aankoop & Logistiek**
Het Instituut voor Tropische Geneeskunde (ITG) in Antwerpen richt zich op de vooruitgang en verspreiding van wetenschap die bijdraagt aan de geneeskunde van infectieziekten en aan de volksgezondheid wereldwijd, met de nadruk op lage
- en middeninkomenslanden, inclusief hun mondiale dimensie. Het ITG verricht fundamenteel, translationeel en toegepast wetenschappelijk onderzoek, verzorgt voortgezet onderwijs en levert medische, wetenschappelijke en maatschappelijke deskundige diensten. Het ITG is een open en internationale campus waar medewerkers, studenten en onderzoekers werken aan de nieuwe internationale gezondheidsuitdagingen.
De dienst Aankoop & Logistiek is een centraal en cruciaal onderdeel in het waarde proces van het
Instituut voor Tropische Geneeskunde. De dienst verzekert de bestelling, opvolging en levering van de nodige producten en diensten, zodat het ITG en de lokale partners hun opdracht in onderzoek, onderwijs en dienstverlening kan verrichten. Huidige omstandigheden met o.a. Covid-19, grondstoffentekorten en verhoogde afnames van laboratoriummaterialen door nationale ziekenhuizen en universiteiten maken deze kritische dienstverlening een hele uitdaging.
We zijn op zoek naar een doener, een ware coach met drive en 'goesting' om ervoor te gaan en om te blijven moderniseren. Je haalt je energie uit tijdswinsten detecteren, oplossingen bedenken, prioriteiten stellen, een team gemotiveerd houden, in gesprek gaan met interne collega's, planningen opmaken met beperkte input,waarbij je doelen én grenzen kan stellen voor jou en je team. Je begrijpt het belang van kwalitatieve procedures om structuur aan de werking te geven en weet daar werk van te maken. Je rapporteert aan de financieel beheerder en een team van 9 professionele medewerkers aan.
**Opdracht**
- Je bent, samen met jouw team, verantwoordelijk voor de strategische aankoop van diensten en goederen; de ondersteuning bij het toepassen van de wet op overheidsopdrachten, de uitbouw van een professionele relatie met leveranciers en het wereldwijd verzenden van goederen in kader van onze internationale projecten.
- Je bent ook eindverantwoordelijke voor de 'Travel Office' van het ITG. Jouw team vormt daarmee de verbinding tussen de interne reizigers, het visumkantoor, het reisagentschap en de verzekeringsmaatschappij.
- Je adviseert medewerkers, leidinggevenden en het management over het aankoopproces.
- Je stuurt het aankoopproces om aankoop-synergieën te realiseren. Vanuit je ervaring met de aangekochte goederen adviseer je het Instituut met betrekking tot het realiseren van raamakkoorden met de leveranciers.
- Je vertegenwoordigt de belangen van je klanten en het Instituut en maakt heldere afspraken met interne en externe betrokkenen (klanten en leveranciers).
- Je bouwt inzichten op en rapporteert aan het management over bestelaantallen,
KPI's, aantal verzendingen, besteltijden, gevaarlijke goederen, ADR-transporten,
- Je ziet toe op de performance van de verschillende leveranciers en neemt een actieve rol op in de leveranciersevaluaties.
- Je weet de werking verder te professionaliseren, door samen met jouw team digitalisatie, optimalisatie en efficiëntie in onze processen en procedures door te voeren, waarbij de gebruiksvriendelijkheid centraal staat.
- Je bent verantwoordelijk voor de ontwikkeling van jouw team, waarbij je hen coacht in het verdiepen van kennis en in het neerzetten van een kwalitatief hoogwaardige output.
- Samen met de financieel beheerder vertaal je de strategische doelstellingen van het
ITG in coherente aankoopdoelstellingen en een meerjarenplan. Je beheert het personeels
- en werkingsbudget om de beleidsdoelstellingen van je dienst waar te maken.
- Je bouwt actief een netwerk uit binnen en buiten de organisatie.
**Profiel**
- Je hebt een master diploma, bij voorkeur in een economische, logistieke of marketing en sales richting
- Je hebt aantoonbare ervaring in aankoop
- en logistiek-management.
- Je hebt bij voorkeur kennis van en ervaring met de wet op overheidsopdrachten.
- Je hebt leiderschapscapaciteiten en kan communiceren om te overtuigen, te inspireren, te motiveren en om het juiste klimaat te creëren. Je bent een bruggenbouwer, stelt je op als sparring partner voor je klanten en gelooft in een partnership met je klanten en leveranciers.
- Je kan snel inzicht verwerven in de dynamiek van de organisatie-processen en activiteiten en deze benutten om doelen te realiseren.
- Je bent stressbestendig, proactief en realistisch-creatief in het vinden van de oplossing in veranderende omstandigheden terwijl je tegelijk voeling houdt met de brede organisatiecontext en gebruiken.
