  • Analyzes networking equipment and software, copper and fiber optic cables reliability and utilization reports for large, complex equipment and software systems to identify and correct problem areas.
  • Performs indepth analysis of automated and manual systems related to networks and/or telecommunications to accomplish design goals.

  • This position requires the incumbent to possess, or obtain and maintain, a valid official U.S. Passport
  • This position requires the incumbent to obtain and maintain the appropriate Information Assurance certification in accordance with DoD M, Information Assurance Workforce Improvement Program, within 6 months of entry onto duty.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance with access to Sensitive Compartmented Information (SCI) for the duration of employment.
  • Security Clearance level may also require the individual to pass urinalysis testing prior to the appointment, reassignment or transfer, and periodically thereafter, per the Alcohol and Drug Abuse Prevention and Control Program.
  • Designated "Mission Essential." In the event of severe weather conditions or other such emergency type situations (natural or manmade disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Due to the nature of this position, employees are required to work both planned and unscheduled overtime.
  • This position is designated as Key. The position cannot be vacated during a national emergency or mobilization without seriously impairing the mission.

Specialized and Other Experience:

One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes; (1) Oversees implementation and modification of the NIPR/SIPR network architecture; (2) Analyzes networking equipment and software, copper and fiber optic cables reliability and utilization reports for large, complex equipment and software systems to identify and correct problem areas and to establish telecommunications performance levels; (3) Performs in-depth analysis of automated and manual systems related to networks and/or telecommunications to accomplish design goals.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).


The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:

completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.

resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation.
