1. CONTEXT/ INTRODUCTION
The Single Resolution Board (hereinafter referred to as the SRB) is a key element of the Banking Union and its 'Single Resolution Mechanism' (SRM).
This mechanism complements the 'Single Supervisory Mechanism' (SSM) which, since November 2014, sees the European Central Bank directly supervise banks in the euro area and in other countries which decide to join the Banking Union.
The SRB is the European resolution authority for the Banking Union and based on the Regulation (EU) No. 806/20141 (hereinafter referred to SRM-Regulation or ('SRMR') an independent EU agency.It has been set up at the beginning of 2015 and has built up its internal resources and is fully operational since January 1, 2016.
Since 2016, the SRB started to prepare resolution plans and will carry out the resolution of banks in trouble, if one of them fails or is likely to fail.
The SRB is also in charge of the Single Resolution Fund (SRF), a pool of money financed by the banking sector which is being set up to ensure that medium-term funding support is available while a credit institution is being restructured.
Since January 1, 2016, the SRB is performing tasks under the SRMR, assumes the responsibility of the National Resolution Authorities (Art. 5 para 1 SRMR, Rec. 8 Council Implementing Act (EU) 2015/81, Rec. 7 Commission Delegated Regulation (EU) 2015/63). Art. 70 para 7 SRMR empowers the Board to calculate the contributions to the SRF from 2016.In the context of developing a new Single Resolution Mechanism system, the objective of this mission is to request services of an ICT Security Risk Manager Consultant that will support the SRB with developing the ICT security capabilities by monitoring the security logs and following the intenal processes for their management.
2. PROVISIONAL DESCRIPTION OF THE WORK
The following services will be provided:
- Develop the ICT security capabilities in line with the SRB ICT Security Framework;
- Monitor (Splunk) the security logs coming from different sources in order to timely detect possible security incidents or attempts in the SRB IT infrastructure;
- Followup and enhance the internal processes on logs management (investigation, assignment, reporting, closure);
- Perform tasks related to the implementation of relevant security controls and countermeasures as defined in various SRB documented sources (policies, guidelines, audit recommendations etc.)
3. NATURE OF THE TASKS
- Provision of security studies associated with information system projects
- Security assessments of information systems
- Security gap analysis
- Evaluations of security products and tools for information systems
- Assistance in the implementation of IS security policies
- Security specifications for information systems
- Management of security tests
- Provision of security audits of databases
4. KNOWLEDGE AND SKILLS
Knowledge and skills as defined in the Service Requirements for an ICT Security Manager level 5:
- Good knowledge of information systems security
- Good knowledge of IT security standards
- Knowledge of security management methodologies and tools
- Good experience with quality procedures
- Strong capacity in preparing and writing studies
- Ability to participate in multilingual meetings.
- Capability of working in an international/ multicultural environment
5. SPECIFIC EXPERTISE
ICT Security Manager level 5 with a minimum:
- Corresponding level of education and/or experience as specified in Annex V of the Tender Specifications
- Good understanding of network security products and principles, including IPS, firewalls, DNS, and protocols;
- Good experience in IT security monitoring and log management;
- Good knowledge of the current cyber threat landscape;
- Understanding of security issues organisations face including economic espionage and insider threats;
- Experience in creating security processes and procedures;
- A very good knowledge of English.
