Médecins Sans Frontières (MSF) is an international humanitarian organization that provides emergency aid to those affected by conflicts, epidemics, healthcare exclusion, and natural disasters. MSF operates based on need, without discrimination based on race, religion, gender, or political affiliation.

MSF International plays a key role in coordinating, supporting, and implementing projects across MSF's various entities globally. Currently, there is a focus on optimizing procurement processes to enhance operational efficiency and reduce complexities.

Position Background:

  • In response to the growth in MSF's activities, the Strategic Procurement Program (MSPP) aims to improve collaboration and streamline procurement processes within MSF. The program's objective is to establish a unified approach to strategic procurement at all levels.
    • Recently, a Category Management Structure has been introduced for specific item categories to enhance procurement efficiency.
    • A pilot project for three selected categories has been executed to assess the benefits and challenges of this structure.

Place In The Organisation:

The Head of global direct procurement reports to the MSPP manager and oversees a team of category buyers. The role involves close collaboration with various stakeholders within MSF to ensure effective procurement processes.

Objectives Of The Position:

  • Manage the Direct Procurement activities efficiently to maximize value for MSF.
  • Address challenges identified during the Category Management Pilot to facilitate a successful implementation.

Specific Objectives:

  • Supervise a team of Category Buyers.
  • Enhance Category & Strategic Sourcing Performance.
  • Optimize mutualized activities for Direct Spend.
  • Implement systems for efficient Direct Spend management.
  • Manage Stakeholder Relationships.

Main Responsibilities:

  • Lead and support Category Buyers.
  • Establish KPIs and Targets aligned with priorities.
  • Monitor and maximize strategic sourcing values.
  • Coordinate Direct Procurement activities across entities.
  • Develop systems for effective Spend management.
  • Manage supplier performance and risk.
  • Foster stakeholder relationships and support Procurement's role within the organization.

    Job requirements:

    Education:
    • Master's Degree in Business, with specialization in purchasing or project management or relevant experience.

    Experience:

    • Minimum 7 years in Procurement, with 5+ years in strategic procurement and vendor management.
    • Strong leadership and experience in multi-entities organizations.
    • Experience within MSF is beneficial.
    • Global contracting and negotiation skills are essential.

    Knowledge and Skills:

    • Effective communication and negotiation abilities.
    • Customer-oriented and collaborative mindset.
    • Adaptability in cross-cultural environments.
    • Drive for innovation and improvement.
    • Strong organizational and analytical skills.
    • Proficient in standard office tools and data management.

      Languages:
      • Fluent in English, French proficiency is advantageous.
