Organization Setting and Reporting:


The United Nations Environment Programme (UNEP) plays a significant role in setting the global environmental agenda, ensuring the coordinated implementation of the environmental dimension of sustainable development within the United Nations system, and advocating for the global environment.

Within UNEP, the Corporate Services Division (CSD) is responsible for safeguarding UNEP's corporate interests, minimizing risks, and providing support to the organization through management tools, plans, and capacity building.

This role is situated in the Partnerships and Resource Mobilization Branch of the Corporate Services Division (CSD) at the Brussels duty station, where the individual will serve as the Coordinator of the Framework Agreements with the European Commission.


  • Development and coordination of the Framework Agreements with the European Commission (EC).
  • Manages the implementation of the Framework Agreements in collaboration with the EC and UNEP counterparts, developing rules, procedures, and corrective measures in alignment with the Contractual Framework of the European Commission.
  • Enhances knowledge sharing and capacity building within UNEP and Multilateral Environmental Agreements (MEA) Secretariats' project offices on cooperation rules and procedures through various communication channels.
  • Assists in the development of strategic project portfolios, maintains a project database, and supports the annual donor reporting of the Framework agreements and project portfolios.
  • Advocates to maintain the Framework Agreement approach with the European Commission.
  • Conducts various substantive written outputs targeting different audiences and fora.
  • Plans and organizes meetings of the UNEP-European Commission Programme Steering Committee, preparing agendas, identifying participants, compiling project lists, delivering presentations, and coordinating project development processes. Collects and analyzes data to provide insights for data-driven planning and decision-making.
  • Performs other duties as required.

Education:


An advanced university degree in business administration, management, economics, or a related field is required. A first-level university degree with additional qualifying experience may be accepted. Completion of data analytics or business analytics programs is desirable.

Work Experience:


Minimum five years of progressive experience in project or programme management, administration, or related areas is necessary. Experience with the UN system or European Commission is required, and familiarity with the EC contractual framework is preferred. Experience in cross-functional teams and data analytics is an advantage.


Languages:


Fluency in English is required, with knowledge of another official UN language being desirable.


Assessment:


Evaluation may include an assessment exercise and competency-based interview.


Special Notice:


Initial appointment for one year, subject to extension. Candidates from the young professionals programme with less than two years of service are ineligible. Staff are subject to Secretary-General's authority and geographic mobility.
