Functie
Je bent verantwoordelijk voor het opstarten, coördineren en monitoren van het nieuwe Interreg North-West Europe "Twin4Resilience" project voor de Stad. Je draagt bij aan de ontwikkeling van een gemeenschappelijke strategie voor een bredere toepassing van Local Digital Twins (LDT) in Europa, als een datagedreven beslissingsondersteunend instrument voor ruimtelijke ordening. Samen met de andere projectpartners help je bij het opstellen van 4 referentiekaders (Technisch ontwerp, Governance, Ethiek/inclusie/democratisering, Training) en een communicatie- en evaluatieplan. Je coördineert de werkgroep voor de richtlijnen voor ethiek, inclusie en democratisering in het kader van de uitrol van de LDT's.
In samenwerking met je collega's van de Smart City-cel coördineer je de ontwikkeling van de lokale digitale tweeling voor de Stad en de implementatie van de use case(s) die voor dit project zijn geselecteerd. Je helpt ook bij het opzetten van een trainingsprogramma om lokale spelers te empoweren.
Je werkt nauw samen met de Directie Strategie en Digitale Transformatie, de cel Smart City, de verschillende departementen van de Stad Brussel, de vzw i-CITY, de politieke verantwoordelijken en de lokale en Europese partners.
TAKEN
Je coördineert en monitort de uitvoering van het project binnen de Stad Brussel: coördineren van de verschillende betrokken departementen en de lokale partners, faciliteren van vergaderingen en samenwerking tussen de verschillende publieke/private spelers die bij het project betrokken zijn, creëren van synergieën met bestaande projecten en initiatieven binnen de Stad, controleren of het project in lijn is met de strategische ambities van de Stad, monitoren van de voortgang van het project, opstellen van tussentijdse en eindrapporten.
Je coördineert de ontwikkeling van de eerste LDT van de Stad en de implementatie van de geselecteerde use case(s) in samenwerking met de cel Smart City: definiëren en valideren van de reikwijdte van de LDT en de use case(s), samenwerken met de IT-partner van de Stad, de afdelingen van de Stad en externe partners om de LDT te implementeren.
Je bent verantwoordelijk voor de coördinatie van de activiteiten van de werkgroep m.b.t. het referentiekader ethiek/inclusie/democratisering: het coördineren van uitwisselingen tussen de consortiumpartners over onderwerpen als privacybescherming, cybersecurity, rechtvaardigheid, beheersing van de technologie of de impact op het machtsevenwicht, het stimuleren van de uitwisselingen met aanvullend onderzoek (interviews, regelgevende en technologische observatie, enz.), het opstellen van het referentiekader over ethiek/inclusie/democratisering in samenwerking met de partners, het coördineren van de formulering van een monitoring- en evaluatieaanpak met KPI's.
Je draagt bij aan de lancering van studies (en het opstellen van lastenboeken) betreffende de ontwikkeling van een LDT of andere fasen van het project indien dit nodig blijkt.
Je bent verantwoordelijk voor de administratieve opvolging van het project binnen de Stad Brussel en op Europees niveau.
Je stelt voortgangsrapporten op (in het Engels) voor de Europese Commissie en de consortiumcoördinator.
Je beheert de subsidie die aan het project is toegekend en volgt het budget administratief op met behulp van de daarvoor bestemde tools.
Je ontwikkelt een netwerk met lokale en Europese partners en vertegenwoordigt de Stad Brussel binnen het Interreg Noord-West Europa-netwerk van Europese steden.
Je draagt bij tot de ontwikkeling van de visie van de Stad op digitale tweeling-projecten en in de gebieden die betrokken zijn bij de geselecteerde use case(s) (bv. energie, stadsplanning, enz.) door verslag uit te brengen over toekomstige trends en de beste praktijken die binnen dit project worden uitgewisseld.
