ASTRID is een gespecialiseerde telecom-operator die instaat voor de ontwikkeling, het beheer en het onderhoud van een hoogtechnologisch netwerk voor mobiele radiocommunicatie (spraak en data). ASTRID is een initiatief van de federale en lokale overheden.
De PSAP-afdeling (Public Safety Answering Point) is verantwoordelijk voor de hardware- en softwareoplossingen die worden gebruikt door de meldkamers van de federale politie en van de hulpdienst 112.
In een situatie waarin elke seconde telt, is de exacte plaats waar burgers in nood zich bevinden een cruciaal gegeven. De meldkamers zijn een levenslijn voor alle burgers, want ze ontvangen de noodoproepen en sturen de vereiste middelen uit. Geografische Informatie Systemen (GIS) zijn een basisinstrument in de ondersteuning van de kritieke opdrachten van de hulp- en veiligheidsdiensten. Functieomschrijving
  • Als GIS Project Manager / Product Owner ontwerp en schrijf je de “business vereisten” voor GIS-oplossingen in het domein van de dringende hulpverlening. Hiervoor werk je nauw samen met interne collega’s (binnen de ‘PSAP tower’, IT-afdeling, …) leveranciers en uiteraard ook de eindgebruikers.
  • Je beschrijft  de architectuur van GIS-oplossingen en de bijbehorende GIS-datasets. Hiervoor werk je nauw samen met jouw collega’s Enterprise architecten.
  • Je werkt op meerdere bedrijfskritieke projecten, zoals de GIS-ondersteuning voor de hulpdiensten en bent verantwoordelijk voor de planning en opvolging van deze projecten.
  • Je volgt de ontwikkeling op van toepassingen en diensten om geospatiale informatie weer te geven, zowel op desktop als in mobiele toepassingen, en integratie hiervan binnen de bestaande applicaties voor de hulpdiensten.
  • Je bent het aanspreekpunt voor alle interne en externe stakeholders (leveranciers, ontwikkelaars, ASTRID IT teams, Externe Relaties, …) en coördineert alle GIS gerelateerde activiteiten.
Profiel
  • Master diploma in computerwetenschappen, informatie technologie, geografie of een gerelateerd vakgebied met aangetoonde GIS studievakken.
  • Je hebt ervaring met GIS-oplossingen en navigatiecomputersystemen, geospatiale software en gegevens.
  • Minstens 3 jaar ervaring in het leiden van middelgrote of grote multidisciplinaire IT-projecten.
  • Praktische kennis van ArcGIS Online, ArcGIS Portal en/of andere kaart mapping systemen, evenals Esri ArcGIS desktopsoftware, inclusief ArcGIS Pro is een pluspunt.
 Vaardigheden:
  • Vaardigheid met GIS-desktopsoftware en gegevensbeheer.
  • Bewezen vaardigheden op het gebied van projectbeheer.
  • Een certificering in projectbeheer (bij voorkeur binnen een Agile framework) is een pluspunt.
  • Kennis van Enterprise architecture frameworks is een pluspunt.
  • Vaardigheid met GIS desktop software (ESRI, HxGN) en data management.
  • Goed vertrouwd met geodatabases en geodatabase toepassingen.
  • Kunnen werken met vector en raster datasets.
  • In staat zijn om grote hoeveelheden data effectief te configureren, verwerken en analyseren.
  • In staat om zelfstandig te werken
  • Vertrouwd met data collection en data management.
  • Ervaring met diverse GIS dataformaten (bv. KML, GeoJSON, …).
  • Ervaring met het gebruik van een gebruikelijke GIS scripting taal is een pluspunt (vb. Python, Modelbuilder, …).  Dit kan helpen om standaardtaken te gaan automatiseren.
  • Kennis van het Frans als tweede taal is noodzakelijk, en je beschikt over een goede kennis van het technisch Engels.
