Business Development Manager / Sales Executive – EU Institutions

About The Role

We are seeking an experienced Business Development Manager / Sales Executive to support the growth of our activities with the European Commission and EU Agencies. The selected candidate will be responsible for selling fixed-price IT and digital transformation projects, driving new opportunities within existing EU framework contracts, and expanding our footprint across multiple DGs. This role is ideal for a candidate with strong knowledge of EU procurement processes, framework contract dynamics, partnership management, and the end-to-end tendering lifecycle.

Key Responsibilities

  • Identify, qualify, and develop new business opportunities within EU Institutions.
  • Sell fixed-price digital, IT, and consulting projects through framework contracts and open tenders.
  • Build and maintain strong relationships with Contracting Authorities, DG stakeholders, and framework coordinators.
  • Lead or support the preparation of technical and financial offers (reopening of competition, cascade requests, or open procedures).
  • Collaborate closely with delivery, presales, legal, and proposal teams to prepare compliant and competitive submissions.
  • Drive early positioning in relevant EU opportunities by monitoring market trends and procurement channels.
  • Represent the company in partner discussions and consortium negotiations.
  • Maintain accurate pipeline reporting and contribute to sales forecasting.

Requirements

  • Proven experience selling services to the European Commission or EU Agencies.
  • Hands‑on experience working within EC framework contracts (e.g., DIGIT-TM, DIGIT-DEV, DIGIT-EMS, MAIA, etc.).
  • Strong understanding of EC procurement, tender evaluation criteria, and framework contract operations.
  • Demonstrated ability to sell and structure fixed-price digital or consulting projects.
  • Experience preparing or coordinating proposal responses (technical + financial).
  • Fluency in English (C1+). French is an asset.
  • Excellent communication, negotiation, and stakeholder management skills.
  • Structured, proactive, and results‑driven.
