We're looking for a senior business partner and technical writer to turn business needs into process improvements and clear technical public procurement specifications. The work combines organisational and digital transformation with requirements for IT, data and cybersecurity.
What you'll do
- Challenge business needs and prepare business cases for portfolio prioritisation.
- Write technical tender specifications, non-functional requirements, SLAs and acceptance criteria.
- Map AS-IS and TO-BE processes.
- Simplify processes and define KPIs for continuous improvement.
- Facilitate workshops across business, IT, data, architecture, procurement and suppliers.
- Validate requirements for traceability, consistency and testability.
What you bring
- Five years in organisational transformation in public or semi-public bodies.
- Five years in mobility, parking, roads or public-space management, plus five in related process analysis or transformation.
- Five years each in business requirements, functional specifications, business-system modernisation and digital transformation.
- Five years drafting technical public procurement documents for digital, IT, data and cybersecurity.
- Three years facilitating workshops and coordinating business, IT, data, architecture, PMO, procurement and suppliers.
- Business analysis, business rule formalisation, and BPMN and UML modelling.
- Technology and business digital strategy.
- Strong analytical and critical thinking, clear communication and independent priority management.
- Dutch or French, native level.
- English, C1.
Nice to have
- Knowledge of Dutch.
- Experience with parking enforcement, parking rights, collections, citizen services or mobility platforms.
Good to know
- The experience thresholds above apply to the last ten years.
