Mission

Together with an experienced local implementing partner, and with the support of an international donor, Bluesquare is implementing a program to strengthen immunization coverage across 7 health zones of Kasaï Province, in the Democratic Republic of the Congo (DRC), aiming for a durable reduction in the number of zero-dose children. Kasaï has one of the highest rates of zero-dose children in DRC (34% for Penta 1, according to the 2023 ECV survey). The program targets an increase of at least 10% in immunization coverage across the health zones, covering approximately 2.3 million people and 80,000 births per year.

The program is carried out in close collaboration with the Ministry of Health — in particular the Expanded Programme on Immunization (EPI / PEV) — and its deconcentrated levels, the provincial health division (DPS) and the target health zones. As consortium lead, Bluesquare provides the program’s digital layer and its EPI (PEV) monitoring expertise: targeting, continuous activity monitoring, and payment verification are all built on digital platforms, drawing on tools such as QR-coded vaccination cards, geolocated sessions, and data integration with the national HMIS (SNIS). The local implementing partner is the program’s operational arm, responsible for the effective delivery of activities, which it delegates to health structures through performance-based contracts that it negotiates, verifies in the field, and validates.

The role

We are looking for a Project Manager to join our team and lead the implementation of this project, coordinating multiple partners and technical teams (from the inception phase through to full implementation) to deliver high-quality results in a diverse and demanding environment.

Start date: October 2026.

Location: Based in Brussels (Belgium) or Kinshasa (DRC), with regular field missions. The position is offered as a local contract in either location. Bluesquare takes into account the safety risks of its employees in the areas concerned.

Contract duration: 6 months to start, renewable (project duration: 3 years).

Reporting line: You will report to the Project Management Lead and the DRC Country Lead, and work under the supervision of the relevant Practice Lead.

Team: Bluesquare is a company with more than 90 team members across multiple countries, organized into project and technical teams. For this program, you will lead a dedicated project team based in Kinshasa and Tshikapa, made up of technical, administrative, and technical-assistant profiles. We value ownership, autonomy, flexibility, communication, and teamwork.

Responsibilities

Project management

  • Act as a trusted advisor to clients and partners: identify their needs, shape the solution and vision and define short- and medium-term roadmaps in coordination with partners, country managers, and technical leads.
  • Monitor the project from design to completion, including delivery of the final solution and capacity building.
  • Oversee project implementation and ensure it achieves its objectives, while managing budgets, donor reporting, and contractual obligations.
  • Navigate complex institutional and governance environments, engaging effectively with the implementing partner, ministries and the subnational authorities, donors, and multiple stakeholders, including where roles overlap.
  • Ensure the quality of deliverables and reports in collaboration with technical leads.
  • Support the institutional anchoring of the project, in particular its integration into existing processes.
  • Use and update Bluesquare’s project management tools (JIRA and Odoo).

Technical interface

  • Develop a strong understanding of Bluesquare’s portfolio of technical solutions and of the program’s digital layer in particular (geospatial targeting, IASO, DHIS2, OpenHEXA, QR-coded cards, GPS session tracking, etc.), including their architecture, capabilities, and limitations, and use it to guide design choices.
  • Participate in continuous analysis of clients’ needs and advise on solutions to be implemented.
