**Whom we are supporting**
The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.
The NCIA provides a wide range of services, including:
- Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
- Command and Control Systems: The NCIA develops and maintains the systems that NATO's military commanders use to plan and execute operations.
- Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
- Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
Overall, the NCIA is critical in ensuring the security and effectiveness of NATO's communication and information technology capabilities.
**The program**
**Assistance and Advisory Service (AAS)**
The NATO Communications and Information Agency (NCI Agency) is NATO's principal C3 capability deliverer and CIS service provider. It provides, maintains, and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV and, when required, stand together in the face of attack under Article V.
To provide these critical services in the modern, evolving, dynamic environment, the NCI Agency must build and maintain a high-performance-engaged workforce. The NCI Agency workforce strategically consists of three major categories: NATO International Civilians (NIC)s, Military (Mil), and Interim Workforce Consultants (IWC)s. The IWCs are a critical part of the overall NCI Agency workforce and comprise approximately 15 percent of the workforce.
**Duties and Role**:
- Provide functional and technical HCM leadership and vision
- Collaboration with and oversight of implementation partner's technical team
- Consultation with business and technical teams on integration design and maintenance
- Collaborate with Enterprise Architecture and other area architects and technical leads on design decisions
- Oversight of and input into data conversion activities
- Input into project planning activities
- Support for design, configuration, deployment, and maintenance of HR Business Processes in Oracle HCM Cloud (Fusion)
- Support in security reviews, including understanding and ensuring security and NATO data privacy standards
- Provide support for inbound and outbound integration issues, changes to existing integrations as well as new integrations with Boomi as middleware
- Performing other project related duties as may be required.
**Requirements**:
**Skill, Knowledge & Experience**:
- 5+ years' experience with various Oracle E-Business Suite and/ or HCM Cloud modules and functionality, including but not limited to HR, Compensation, Workflow, Payroll, Benefits, Recruiting, Reporting.
- 5 years of industry experience delivering HCM solutions in Oracle E-Business Suite and/ or Oracle HCM Cloud.
- Completion of one or more full implementation(s) with Oracle HCM Cloud modules:
- Understanding internal controls, including but not limited to user access, responsibilities, security rules, report groups, profile options.
- Understanding flexfields configuration.
- Workflow monitoring and troubleshooting.
- Understanding standard open interfaces.
- Understanding Approval Management Engine configuration.
- Experience with writing detailed functional design documents based on new or changed business requirements.
- Experience with the review of business procedures and functional setup
- Experience with making recommendations for changes, improvements etc. based on best business practices.
- Experience with preparing, running and documenting unit tests, system tests and user acceptance tests.
- Background in data transformation and analytics.
- Experience collaborating with and overseeing activities of implementation partner vendors
- Understanding of HR business and functions
- Ability to work in a team-oriented, collaborative environment
- Excellent verbal and written communication skills
- Strong problem solving, troubleshooting and analytical skills
- Ability to work effectively in a fast-paced environment and handle both planned and unplanned responsibilities
**Desirable Requirements**
- Technical Architecture experience.
- Experience with Web Services and APIs (WSDL, SOAP, REST and WS standards).
- Basic understanding of Oracle Guided Learning.
- Basic understanding of Oracle Business Intelligence (OBI).
