**Who we are supporting**

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

- Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
- Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
- Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
- Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.

**The program**

**Assistance and Advisory Service (AAS)**

The NATO Communications and Information Agency (NCI Agency) is NATO's principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

**Role Background**

The NATO Chief Information Officer (CIO) function brings Information and Communications Technology (ICT) coherence across NATO Enterprise's 50+ civil and military bodies and more than 25,000 users. The NATO CIO is empowered to realize the Allies' vision for the NATO Enterprise, he is accountable to the Secretary General and he is responsible for the development of Enterprise directives and advice on the acquisition and use of information technologies and services. The NATO CIO is the Director of the Office of the CIO (OCIO), which is an integrated staff organization composed of members of the International Staff and the International Military Staff. The mission of the OCIO is to bring coherence to the NATO Enterprise through a secure, collaborative, and integrated set of CIS capabilities and ICT services.

The office of the CIO at NATO is planning to establish an Enterprise Architecture (EA) capability to standardize, streamline, and enhance the technological and operational frameworks across its departments. This capability will be involved in the creation and design of a set of EA services offered by the EA to other NATO departments, ensuring alignment with strategic objectives and operational efficiency in an efficient and effective way. The objectives of the work will include:

- Establish an EA Capability: Develop a structured EA framework that aligns with NATO's strategic goals and operational requirements and introduce a structured way of working to accomplish this.
- EA Services Design: Define, design, and document the range of services provided by the OCIO EA practice to other entities within NATO.

**Role Duties and Responsibilities**
- Assessment and Planning:

- Conduct a current state assessment of existing architectural frameworks and IT infrastructure.
- Identify stakeholders and define their roles and responsibilities.
- Establish project management and governance structures.
- EA Framework Development:

- Develop an EA framework that incorporates best practices and standards suitable for NATO.
- Define processes and methodologies for ongoing EA activities.
- Service Catalogue Development:

- Identify and define all services to be offered by the OCIO's EA practice.
- Document service specifications, including service descriptions, delivery processes, and performance metrics.
- Implementation Strategy:

- Develop a phased implementation plan for the rollout of the EA framework and service catalogue.
- Define training programs and workshops for stakeholders and users.
- Monitoring and Evaluation:

- Establish metrics and KPIs to evaluate the effectiveness of the EA capability and service accuracy.
- Implement a feedback mechanism to continuously improve EA operations and service offerings.
