**Skills, knowledge, experience required**:
- A senior profile matching the level of a technical manager in the area of ICT and C3 capabilities;
- A Master’s degree at a nationally recognised/certified University in Engineering, Computer Science, Data Science or a related discipline with 5 years of post-related experience;
- Experience in the management of programmes and portfolios, including the development of programmatic dashboards and reports to different audiences;
- Experience and knowledge in the following areas:
- Planning, coordination and execution in the conduction of research and development projects and/or programmes in the areas of ICT and of Communications, Computer, Command and Control, Intelligence, Surveillance and Reconnaissance (C4ISR) systems and services;
- Development of programme and project management artefacts, including dashboards, plans, status reports, briefs, etc.;
- Briefing senior technical and non-technical stakeholders;
- Recognized track record in assessing risk and negotiating with stakeholders, including understanding their needs, problems and requests, and proposing constructive ways ahead;
- Multi-disciplinary background across the full range of ICT capabilities (e.g. Cyber Defence, Asset, Configuration, Patching and Vulnerability (ACPV), Enterprise Architecture, Information and Knowledge Management);
- Proven ability to communicate effectively in English both in writing and orally with excellent briefing skills to different types of audiences, including authoring high-quality reports and providing briefings to senior stakeholders.
**Duties/role**:
- Leading the OCIO Portfolio Manager function with special focus on technical aspects;
- Defining the yearly OCIO Portfolio, consisting of projects/programmes in the areas of Technical Coherence (ICT Architectures, Digital Workplace), Digital Transformation and Cyber Defence;
- Aligning the OCIO Portfolio projects and programmes to drive coherence across the NATO Information Enterprise through the identification of touchpoints between the programmatic and technical elements;
- Reporting on the status of the portfolio outputs and outcomes through dashboards;
- Collaborating with other organizational elements of the NCIA in the Portfolio management activities;
- Engaging with other NATO Stakeholders (e.g. NHQC3S, ACT, ACO) and nations on NATO innovation and associated activities, as well as de-risking the implementation of NATO ICT services and C3 capabilities and facilitating their evolution;
- Linking portfolio projects with technology and capability roadmaps and NATO initiatives;
- Organizing and engage in technical discussions with sponsors, project managers and technical leads of the OCIO Portfolio projects, conduct assessments, and prepare briefs;
- Providing technical coordination to individual projects as required;
- Identifying risks and needs for portfolio projects/activities and proactively engaging with senior internal and external stakeholders accordingly;
- Contributing to the development of the NCIA Technology Strategy and Implementation plan;
- Preparing and delivering presentations for Senior Boards.
