**1. SUMMARY**
- The NATO Office of Resources (NOR) provides independent and integrated expert advice to the Secretary General, NATO Resource Committees, Allies, and other stakeholders on the planning, allocation and utilisation of military common funding made available to achieve NATO’s goals and objectives.
- The NOR advice is based on sound judgement underpinned by facts, figures expertise and knowledge. It follows NATO policies, procedures and standards, and is independent of external stakeholder’s viewpoints. It supports efficient and effective use of public funds by assessing the policy compliance, eligibility, affordability, technical viability, and lifecycle implications of military requirements and proposed solutions. Furthermore, the NOR facilitates resource-informed political decision-making.
- The NOR’s Portfolio Delivery (PD) Branch provides programmatic and economic advice regarding delivery of NATO common-funded capabilities at the portfolio level with particular focus on programme interdependencies and portfolio and programme exceptions. The Branch leads the NOR change management initiatives associated with the implementation of the Common Funded Capability Delivery Governance Model (CFCDGM). Additionally, the Branch leads the Capability Implementation and Resource Information Management System support and development.
- The incumbent is the responsible Project Manager addressing a new CIRIS capability.
- The Common Funded Integrated Resources Information System (CIRIS) is the tool for data exchanges between NATO Common Funding Stakeholders and provides the technical framework to support the stakeholders’ management and monitoring of NATO common-funded resources.
- S/he leads the implementation of the new CIRIS from the initiation phase to the final delivery of the project and will insure a smooth transition to service operation.

S/he is responsible for executing, monitoring risk management and contingency planning and makes sure that the project remains on schedule and to budget. S/he coordinates infrastructure requirements and technical operations with the NATO Information, Communication and Technology Management (ICTM) Directorate, the NATO Communication & Information Agency (NCIA) and the system contractor. S/he ensures that the new system and related procedures are communicated to the users. Finally, the incumbent manages the critical relationship between technology and business changes at the project level.

**2. QUALIFICATIONS **AND **EXPERIENCE**

**ESSENTIAL**
- The incumbent must:
- possess a university degree with specialisation in business management, information technology or equivalent relevant professional experience;-
- have at least five years’ professional experience in integrating, implementing, and/or managing Information Systems such as Enterprise Resource Planning (ERP) and/or Project Portfolio Management (PPM) systems;-
- demonstrate experience in managing technology change projects in the public sector or commercial environments;-
- hold a project management qualification (PRINCE2, Agile, PMP, etc.);-
- possess experience working in and leading a diverse implementation team in a multi-cultural and multi-national environment;-
- possess excellent communication and drafting skills, as well as public relations ones;-
- be able to communicate complex information technology issues to non-technical audiences;-
- demonstrate analytical and problem solving skills;-
- Possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; I (“Beginner”) in the other;**DESIRABLE**
- The following would be considered an advantage:
- more than five years of relevant professional experience in integrating, implementing, and/or managing Information Systems such as Enterprise Resource Planning (ERP) and/or Project Portfolio Management (PPM) systems;-
- proven experience in IT implementations involving complex data migration and multiple interfaces;-
- experience in public sector sourcing and procurement process;-
- experience in chairing, supporting and interacting with executive/senior-level boards and committees in large organizations;-
- experience in finance, capital investment, or resource related area;-
- experience working in an International Organisation or environment;-
- experience in dealing with multiple stakeholders.**3. **MAIN **ACCOUNTABILITIES**

**Project Management**
- Determine the direction of the project as project leader. Follow a structured project management methodology for activities. Act as interface with technical solutions supplier. Monitor and oversee project implementation on an ongoing basis, evaluating progress and quality, managing issue resolution process and taking corrective action as necessary. Identify risks and suggest possible solutions. Lead the post-implementation review by evaluating project results, including client satisfaction. Provide technical advice where required.
