The Senior Project Manager (SPM) within the Peace & Security Department plays an instrumental role in ensuring the successful elaboration and implementation of projects. This entails the technical coordination and quality assurance of acquisition as well as implementation processes. The SPM coordinates effective communication among project stakeholders and providing guidance to Project Managers (PMs) and Project Assistants (PAs). Reporting to the Area Director, the SPM is a key player in the achievement of the acquisition targets of the department.
**Business Development**:
- Identify policy and market trends in the sectors relevant to your unit;
- Support the Peace & Security department in project development and acquisition processes (EoI and tender preparation and consortium creation);
- Contribute to expanding B&S Europe’s network of experts, clients and partners;
- Execute Fact Finding missions to capture early intelligence on upcoming opportunities.
**Project Oversight and Management**:
- Oversee the implementation of projects within the Peace & Security department, ensuring adherence to timelines, budgets and quality standards;
- Provide technical direction and guidance to PMs to resolve issues and challenges during project execution;
- Monitor project progress, assess risks and develop mitigation strategies;
- Undertake field-monitoring missions to meet with project teams and monitor project results;
- Ensure compliance with contractual agreements and B&S Europe’s policies and procedures.
- Collaborate with the Financial Manager/Controller to manage project budgets, track expenditures and ensure financial accountability.
- Advise PM’s on Audits;
- Proactively address budget-related concerns and recommend cost-saving measures.
**Communication**:
- Facilitate effective communication among PMs, experts, partners and clients;
- Act as a central point of contact for project-related inquiries and information dissemination;
- Foster smooth working relationships between experts and/or partners to ensure project objectives are met.
**Internal Activities**:
- Offer coaching, advice and support to PMs and PAs, helping them overcome obstacles and develop professionally;
- Provide constructive feedback to PMs and PAs to enhance team performance;
- Promote knowledge-sharing and best practice adoption within the Peace & Security Department;
- Participate in B&S Europe’s working groups (regional, technical and thematic).
**A BACKGROUND THAT CONVINCES US**:
**Education and professional experiences**:
- University graduate and post graduate studies in a relevant field.
- At least **7 years** of relevant professional experience.
- You are passionate Peace & Security related matters and keen to dive deep into the stakeholders’ landscape;
- Successful record of accomplishment of managing EU-financed projects, including complex international development projects and/or programmes.
- Proven experience in the elaboration of technical proposals and project budgets.
- Excellent knowledge of EU cooperation policies and instruments;
- Excellent knowledge of EU PRAG and other donors’ funding procedures;
- Proven experience with further donor (WB, USAID, bilateral donors) is an asset;
**Personal and soft skills**:
- Excellent interpersonal and communication abilities.
- Excellent problem-solving and decision-making skills.
- Ability to work in a multicultural and multi-generational environment.
- Confident to address difficult issues, saying what needs to be said;
- Pride in delivery of high quality results within sometimes difficult timeframes;
- Proactive problem solver, able to operate effectively even when the way forward is not clear;
- You have excellent communication skills in French and English, both written and verbal; Spanish or Arabic is an asset but not mandatory;
- You are computer-literate and you master the MS office suit;
- You are willing to travel 10-15% of your time;
- Above all, you are a true team player with a friendly, open personality and a sense of humour.
