- a less formal educational background combined with 8 years' work experience in the field of Communications Systems Engineering;
- Over 7 years' experience in Installation and configuration management of digital networks and associated transmission systems to include switching systems in support of data, voice and video transfer;
- Intermediate knowledge of Logistics procedures to include inventory management, shipping and receiving;
- Experience in Configuration Management, Change Management and Incident Management processes in an ITIL organization;
- At least 4 years technician level experience installing information technology related facilities, such as server farms or technical control facilities, including equipment racks, equipment and cabling;
- Proven Experience working within a Data Centre / Reference Facility;
- Knowledge of bonding and grounding requirements for communications equipment racks;
- Ability in utilizing power tools such as drills, electric screw drivers, metal cutting / grinding devices;
- Strong knowledge of UTP, Fibre Optic, Serial and Coaxial cabling standards and limitations;
- Extensive experience utilizing test devices; digital volt meter, Fluke cable tester, Oscilloscope;
- Proficiency building various customized cabling to include, but not limited to, Cat V / VI network cables, Fiber Optic network cables, serial cables, V.35 cables;
- Experience installing, including cable punchdown, various types of patch panels to include but not limited to Cat V / VI, Fiber Optic;
- Experience at installing and configuring Routers / Switches / Servers;
- Knowledge of network routing and switching technologies;
- Good knowledge of recent technological developments in communication management systems and LAN / WAN environment;
- Intermediate knowledge in troubleshooting TCP/IP related issues in a LAN and WAN environment;
- Practical experience in the implementation, testing and maintenance of modern communications, or information systems in a LAN and WAN environment;
- Good interpersonal skills and the ability to work as part of a team, experience of preparing technical documentation and Standard Operating Procedures;
- Ability to receive tasks and work independently.
**Desirable**:
- Sound knowledge of communications protocols and practical experience of using diagnostic test equipment;
- Commercial certifications; Fibre Optic, UTP Cabling, PRINCE, MCSA;
- Familiarity with military voice and data systems;
- Experience of preparing technical documentation and Standard Operating Procedures;
- Demonstrable evidence in maintaining knowledge of advances in Information Technology;
- Prior experience of working in an international environment comprising both military and civilian elements;
- Knowledge of NATO responsibilities and organization, including Allied Command Operations and Allied Command Transformation.
**Duties/role**:
- Performing duties under the direction of the Operations Cell Head;
- Overall Reference Facility Management - tracking outbound / inbound equipment and materials to maintain positive accountability;
- Inspecting and evaluating equipment and materials to determine disposition;
- Initiating transportation requests for inbound / outbound equipment;
- Receiving rack elevation diagrams from engineering staff and completing installation of racks and equipment within NATO and industry standards;
- Performing changes to the Reference Facility documentation;
- Performing cabling and cable management to maintain a clean and functional environment;
- Directing the work undertaken by the site technicians;
- Updating facility and system documentation and engineering drawings;
- Assisting the NSII Engineers with coordinating with the facility's services, standardisation and best practices;
- Creating and maintaining Standard Operating Procedures within the Reference Facility;
- Ensuring NSII Teams can perform and configure test scenarios within the NGCS Reference Facility, pertinent to that area;
- Ensuring a common understanding of the available toolsets and method of utilization within the centralised and distributed user base;
- Investigating and proposing long term solutions to encountered equipment and configuration problems;
- Advising Management on reliability and enhancements that are needed. Installing and upgrading existing hardware/software.
