HIAS Europe is seeking a Legal Officer to join its growing and dynamic team in Brussels. The role will focus on responding to the legal queries of European Jewish communities as they host and support refugees who have fled Ukraine. This is part of HIAS Europe’s commitment to building the capacity of these communities to effectively host and integrate refugees. The Legal Officer will also assist with Ukraine-related legal programming across Europe and ongoing monitoring of rights and status issues faced by people arriving in the EU.

The incumbent will be line-managed by the Emergency Response Relocation Program Coordinator

and will collaborate closely with the HIAS Europe Relocation and Integration Officers, as well as the Director, Legal Protection.

**ESSENTIAL FUNCTIONS**:

- Liaises with Jewish communities, organisations and social services in order to identify and respond to legal queries concerning newly-arrived Ukraine refugees (e.g. status issues).
- Maintains a comprehensive understanding of national and European legislation on the provision of status and rights to Ukrainians (including rights to access to housing, employment, education, healthcare, etc.).
- Monitors divergent implementation of the Temporary Protection Directive across Member States and flags issues to advocacy staff.
- Drafts FAQs, explainers, standard replies and other relevant resources aimed at supporting host communities and refugees.
- Maps legal aid services available to Ukraine refugees across Europe; networks and develops relationships and partnerships with other legal aid actors (including by maintaining a database of relevant contacts and available pro-bono lawyers).
- Oversees legal protection programming and new projects in the region as necessary.
- Supports linkages with legal programming led by UNHCR, national governments or local governments.
- Supports integration programming as appropriate, in close coordination with the HIAS Europe Ukraine Response, Relocation and Integration Officers.

**QUALIFICATIONS & REQUIREMENTS**:

- University law degree in an EU Member State; additional training in European law is an advantage.
- 2-3 years of relevant work experience (in the field of asylum or legal assistance).
- Excellent English language skills required; Russian and/or Ukrainian preferred.
- Familiarity with legal aid actors in Europe (preferably also familiarity with Jewish community structures).
- Knowledge of EU asylum acquis, EU migration law, international human rights law and judicial systems across the EU.
- Proven ability to work independently.
- Availability to travel to communities across Europe if needed.
- Ability to work well with others, problem-solve in the face of new challenges and stay organized.
- Flexibility to adapt responsibilities with changes in the crisis and needs of the communities.
- Must possess the right to work in Belgium.
