Om het nieuwe investeringsplan van de VGC voor de periode 2021-2025 mee gestalte te geven en te realiseren, zoeken we een enthousiaste en competente medewerker die graag balanceert tussen beleid, implementatie en uitvoering.
Als adjunct van de directeur werk je actief mee aan de gehele beleidsondersteuning (beleidsvoorbereiding, beleidsuitvoering en beleidsevaluatie) en realisatie van diverse infrastructuurprojecten binnen de directie Gebouwen en Patrimonium.
Je organiseert en coördineert de dagelijkse werkzaamheden, zodat de vooropgestelde doelstellingen bereikt worden, rekening houdend met de financiële richtlijnen en de vigerende reglementering. Je legt verbanden tussen de visie van verschillende beleidsdomeinen en infrastructuur en je werkt actief mee aan een strategisch bouwbeleid, een efficiënte implementatie en gebouwbeheer (nazorg).
Jouw takenpakket kan zeer divers zijn, gaande van projectleiding, opvolging van technische dossiers, adviesvorming, beleidsondersteuning en visievorming.
Je rapporteert aan de directeur Gebouwen en Patrimonium.
**Opdrachten**:
- Je staat in voor het conceptueel ontwikkelen van beleidsthema’s.
- Je bent verantwoordelijk voor de coördinatie, het (mee)realiseren en ondersteunen van acties en projecten in functie van de implementatie van beleidsthema’s en beheerstaken.
- Je stuurt het participatie
- en informatietraject om tot een gedragen eindresultaat te komen voor alle betrokkenen.
- Je werkt mee aan het opstellen van bouwkundige analyses, stedenbouwkundige analyses, ruimtelijk ontwerpend onderzoek, voorstellen voor ruimtelijke optimalisatie en herorganisatie, onderzoek naar pps-mogelijkheden of andere samenwerkingsverbanden.
- Je staat in voor het voorbereiden en opvolgen van verschillende bouwdossiers (kleine en grote renovaties, nieuwbouw, technische studies) in al hun facetten, zowel wat betreft het administratieve luik van de interne procedures als het opstellen van het bestek, publicaties, aanstelling externen, uitvoering en oplevering.
- Je ondersteunt en/of coördineert de werkzaamheden en de processen.
- Je staat in voor de monitoring en feedback geven van de beleidsuitvoering aan het beleid.
- Je volgt de (recente) ontwikkelingen op binnen het beleidsdomein (o.a. wetgeving en maatschappelijke trends).
- Je vertegenwoordigt de administratie bij interne en externe klanten.
- Je staat in voor de financiële opvolging.
- Je bereidt, zowel periodiek als op vraag, de nodige rapportering voor over de stand van zaken van specifieke opdrachten en het programma van voorziene ingrepen.
- In samenwerking met de collega-architecten, de technisch aanspreekpunten en de energiebeheerder, en met oog voor het veiligheidsbeleid, coördineer je de uitvoering van verschillende opdrachten binnen het voorziene budget. Je beheert het overzicht van nodige ingrepen, je brengt de opdrachten in kaart en maakt ramingen op, overlegt waar nodig met de gebruikers in de locaties en met collega’s, start overheidsopdrachten op voor de aanstelling van studiebureaus en aannemers en volgt, in samenwerking met de collega’s die de locatie beheren, de uitvoering van de studies en werken op tot oplevering van de opdrachten.
