**1. SUMMARY**
NATO’s Public Diplomacy efforts serve a vital function within the Alliance by communicating its purpose and priorities to audiences worldwide. In fulfilling this role, the Public Diplomacy Division (PDD) actively strengthens NATO’s public image, thereby fostering trust in and support for the Alliance. The Division also acts as coordinator for strategic communication activities across all NATO civilian and military bodies and commands.
The PDD Strategic Communications Unit supports the Division’s leadership to synchronise and coordinate NATO civilian and military communications to promote the Alliance’s political and military objectives to external audiences. NATO Strategic Communications is defined as “the coordinated use of NATO communications activities and capabilities, as appropriate, in support of Alliance policies, operations and activities, and in order to advance NATO’s aims.” The Unit plays a key role in promoting and facilitating more strategic NATO’s communications, in particular through an objective-based/audience-driven approach.
The Senior Campaigns Officer sits within the Strategic Communications Unit and cross-Divisional coordination is required to implement NATO-wide communications. The incumbent will also manage contracts with external agencies to support the delivery of NATO communications campaigns.
The incumbent will be responsible for designing, planning and supporting the implementation of multi-channel PDD integrated communications campaigns in coordination with PDD colleagues and other relevant internal and external stakeholders, in particular to explain NATO’s policies and objectives to audiences unfamiliar with the Alliance. Communications campaign activity supports NATO’s objectives to build resilience to hostile information activities and overall Alliance priorities.
**2. **QUALIFICATIONS AND EXPERIENCE**
**ESSENTIAL**
The incumbent must:
- possess a university degree from an institute of recognised standing, or an equivalent level of qualification, in a relevant discipline (political or social sciences; international relations; international law; communications sciences; public relations; journalism; etc.);
- possess at least 5 years of relevant professional experience, in particular in strategic communications and the delivery of multi-channel communications campaigns, tailored to specific audiences;
- possess strong writing and oral presentation skills, and be able to draft clearly and concisely all types of documents (strategies, reports, speaking points, memos, etc.) required in the post;
- have experience setting objectives and using a range of insights to monitor campaign effectiveness and adjust implementation as appropriate;
- have experience in project management, procuring services and managing contracts with external agencies;
- have experience demonstrating sound political judgment, knowledge of current events impacting the Alliance and have experience working with senior-level officials;
- possess the following minimum levels of NATO’s official language (English/French): V (“Advanced”) in one; I (“Beginner”) in the other.
**DESIRABLE**
The following would be considered an advantage:
- more than 5 years of relevant professional experience;
- have an excellent knowledge of international affairs, security and defence policy issues, and good knowledge of NATO policies and activities;
- possess an advanced level of English language;
- campaigns experience within a governmental, inter-/intra governmental, military or multinational institution using an objective-driven campaigns model;
- experience in developing and managing communications capacity building programmes / training for government structures;
**3. MAIN ACCOUNTABILITIES**
**Stakeholder Management**
Promote the understanding of NATO’s campaigns approach to encourage support for the Alliance in NATO and/or partner countries. Work closely with all PDD teams to jointly shape, design and implement communications campaigns, as well as to promote and encourage an integrated PDD approach in the implementation of NATO’s campaign approach. When necessary, participate in conferences, seminars and expert meetings and brief a wide range of audiences on NATO's campaigns work. Represent PDD in meetings with internal and external stakeholders as appropriate, be prepared to present NATO strategic communications to visiting groups, NATO communications events and strategic communications training courses as required.
**Project Management**
Organise, manage and assess communications projects and programmes commissioned by NATO, in close consultation with PDD sections.
