**Whom we are supporting**
The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.
The NCIA provides a wide range of services, including:
- Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
- Command and Control Systems: The NCIA develops and maintains the systems that NATO's military commanders use to plan and execute operations.
- Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
- Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
Overall, the NCIA is critical in ensuring the security and effectiveness of NATO's communication and information technology capabilities.
**The program**
**Assistance and Advisory Service (AAS)**
The NATO Communications and Information Agency (NCI Agency) is NATO's principal C3 capability deliverer and CIS service provider. It provides, maintains, and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV and, when required, stand together in the face of attack under Article V.
To provide these critical services in the modern, evolving, dynamic environment, the NCI Agency must build and maintain a high-performance-engaged workforce. The NCI Agency workforce strategically consists of three major categories: NATO International Civilians (NIC)s, Military (Mil), and Interim Workforce Consultants (IWC)s. The IWCs are a critical part of the overall NCI Agency workforce and comprise approximately 15 percent of the workforce.
**Duties and Role**:
While being fully integrated in the AM programme structure, the profile will need to demonstrate strong autonomy and capacity to advise and drive delivery.
The expected contribution will follow an agreed methodology to identify, analyse, prioritise and report issues.
Duties and roles will cover:
- Understanding, documenting, reviewing, prioritizing and coordinating the Asset Management Improvements/Issues List Planning, driving and leading/supporting multiple Process improvement work streams and activities within the Asset Management programme and proactively monitoring progress, resolving roadblocks and initiating appropriate corrective action.
- Planning, organising and (co-)facilitating workshops with key stakeholders across the Agency to establish detailed process understanding and requirements for improvement.
- Organizing and leading the necessary business scoping and design activities to arrive at pragmatic solutions that can be implemented successfully in the Agency's ERP context;
- Ensuring business and other Agency stakeholders are aware of the implications of any planned changes, and that they are sufficiently well informed to prepare their business areas, revising procedures and staff guidelines as necessary;
- Initiating extra activities and other management interventions wherever gaps in the processes are identified or issues arise.
- Monitoring the issues / improvements and reporting on the progress of the different work streams at regular intervals to the programme.
- Assigning tasks to team members to ensure work stream objectives are completed.
- Communicating expectations to team members and key stakeholders.

**Requirements**:
**Skill, Knowledge & Experience**:
- We are looking for a talented and highly knowledgeable management consultant with experience in change management and leading process/system transformation initiatives with a Master's degree in management and business administration and 5 years of post-related experience in change management consulting, process reengineering, management consulting project management. A different qualification coupled with particularly relevant experience may also be considered.
- Experience working within process/system transformation initiatives in the areas of (IT) Asset Management, Finance and Procurement.
