Expertise France is the public agency of French international technical cooperation. The agency operates around four priorities:
- democratic, economic and financial governance;
- security and stability of countries in crisis/post-crisis situations;
- sustainable development;
- strengthening health systems, social protection and employment.
In these areas, Expertise France carries out engineering and implementation missions for capacity building projects, mobilizes technical expertise and acts as an aggregator of projects involving public expertise and private know-how.
With an activity volume of 233 million euros, more than 400 projects in portfolio in 80 countries, and 63,000 days of expertise, **Expertise France** focuses its action towards France’s solidarity policy, influence and economic diplomacy.
The monitoring and evaluation learning expert will be responsible for **defining and developing a comprehensive monitoring and evaluation system for the project « **_Resouces Hub for sustainable investing in health _**», to guide its management and implementation.**
**The monitoring** and evaluation learning expert should allow for systematic data collection, processing and analyzing, and provide a concrete and continuous link to learning to support operational and strategic decision making.
The expert’s mission will aim at designing the monitoring-evaluation-learning system of the project through the **following activities**.
- Assess the needs and capacities of the project team and implementing partners in terms of SERA tools and practices, data collection and reporting.
- Review and refine the project’s theory of change and logical framework (indicators, targets, sources of verification).
- Support the development of a solid SERA plan co-constructed with project stakeholders, in line with the commitments advocated in the Agency’s M&E policy, detailing in particular:
- The benchmarks and resources for monitoring and evaluation
- The list of project monitoring indicators and description of each indicator (adequately disaggregated), as well as their monitoring plan (means of verification, methodology, tools, measurement, frequency, responsible person, etc.)
- The data flow process, from collection to use (collection, escalation, quality control, data protection in compliance with the RGPD).
- Data collection tools and methods
- Evaluative and performance questions, and the evaluation plan
- Learning issues, and planning for learning time (workshops to identify good practices and lessons learned, experience capitalization report, etc.)
- Establish a baseline that informs the initial value of all project indicators
- Develop data collection, reporting consolidation analysis and visualization tools to facilitate and systematize the consolidation and management of ASR data. The development of a Power BI dashboard is highly recommended to allow partners to visualize data in real time.
- Develop and test a methodology for data collection, analysis and management: quality control, database development, and analysis flowchart, result measurement (objectives, variables, quantitative data, and aggregations).
- Train and support the project team and partners on the tools and processes put in place in order to facilitate their use and appropriation and to promote the operationalisation of its monitoring-evaluation mechanism
- Learnings/knowledge capitalisation:
- identify good practices and lessons learned with regard to
- Exchange experiences and document good practices and lessons learned by highlighting results achieved focusing on approaches and methods of implementation of activities and coordination between partners and actors ; during a monthly meeting with the project manager ; and if necessary by participating in major events organized (in Brussels, maximum 3 during the contract).
- Provide an overview of the challenges faced by the project and opportunities for its development
- Identify practices to be improved and duplicated or corrected in the construction of a European hub on the theme of health systems financing and reform.
- Based on findings, develop a roadmap that considers the opportunity to develop the concept of the Resources Hub for sustainable investing in health, insuring commitment of all partners, and capacity building to be implemented.
- Prepare and facilitate elements of information and knowledge sharing: Use good practices as knowledge to be shared with others actors or partners in the implementation of the project.
To be noted: a midterm evaluation of the project is going to be conducted between October 2023 and January 2024. The person to be recruited will work in close collaboration with the midterm evaluator(s).
This consultancy mission is part of the implementation of the “Resources Hub for sustainable investing in health”project in support to Ministry of health in Austria, Belgium and Slovenia.
