**Job Summary**

This position stewards the Policy Development Process from beginning to end by, among other things, drafting reports on complicated policy issues, supporting working groups by fostering discussion on oftentimes contentious topics, and helping to reach compromise and consensus, all in support of achieving a successful outcome. Provides staff support for the Generic Names Supporting Organization (GNSO) policy development working groups and does so independently, potentially serving as the staff lead for the effort; including managing GNSO and cross-community working groups, researching & analyzing complex policy matters and drafting policy related reports, developing best practices with regard to community engagement and policy development, cooperating independently with other departments, and leading engagement projects - social media, website, external contractors.

**Key Responsibilities & Duties**:

- Provide substantive and logístical support to community-led working groups policy activities by writing draft reports, conducting surveys, and analyzing data related to the development of global domain name policies.
- Provide independent staff support, sometimes in a lead role, to community-led working groups by advising and liaising with the WG Chair, supporting WG meetings and conducting follow-up as appropriate.
- Work within deadlines to bring often complex policy development work to successful conclusions.
- Research & analyze complex policy issues and produce content for briefings, presentation materials, issue reports, position papers, informational materials.
- Liaise with external community members and internal staff from different departments to help develop implementation plans and other relevant materials related to policy development.
- Serve as lead in some cases for the Policy Staff’s efforts to inform and educate the ICANN community on key policy activities through the use of multiple communications methods such as webinars, live presentations at ICANN conferences, and pod-casts.
- Coordinate and facilitate in-person, telephonic and web-based meetings and deliberations on complex political and policy issues.
- Support strategic policy planning, including performing research, drafting and presentation of reports on topic areas related to ICANN community governance and operations.
- Work constructively with community leaders of diverse backgrounds, cultures and skill sets to enhance the quality and effectiveness of policy development and outcomes of ICANN’s multi-stakeholder consensus-building governance model.

**Required Knowledge, Skills, and Abilities (KSAs)**:

- Ability to work independently but also ability to work as part of a distributed team located across different time zones and continents
- Knowledge of the operation of the Internet, the Domain Name System, and ICANN structures required.
- Ability to research & analyze issues related to the development of global domain name policy.
- Excellent communication skills (written and verbal fluency in English required).
- Ability to express difficult and complex policy and technical topics clearly and simply.
- Demonstrated ability to work closely with Internet industry leaders of diverse backgrounds, cultures and skill sets to help develop plan and develop projects and programs.
- Ability to meet tight deadlines in fast-paced, stressful, and high-pressure environment.
- Ability to quickly study and understand political, societal, legal and business implications of highly technical DNS issues.
- Public speaking skills preferred for ICANN conferences and webinars and in highly visible environment where words spoken are often recorded, transcribed and shared with the community.
- Ability to draft complex documents on esoteric issues of significant industry importance
- Broad knowledge and experience in managing complex corporate and organizational structures and relationships; working in fast-paced global environment with peers from diverse cultures; data-driven report writing for a broad-based audience
- Excellent skills in cross-cultural communications; project planning and management
- General knowledge of the Internet and technological developments
- Specialized knowledge of the Internet domain name system policy framework
- Experience in briefing senior executives on international policy issues
- Highly-organized, independent worker who can multi-task effectively
- Strong computer skills including MS Office, Google Documents, and specifically adept at creating presentations through PowerPoint or similar software

**Education and Experience Requirements**:

- Bachelor’s Degree required, Master's Degree or Ph.D. preferred, Study in International Relations or Public Policy desired
- Minimum eight (8) years of experience in national or international policy development, or equivalent
