Our client is a fintech that offers start-ups and established businesses a wide range of payment services, such as transaction processing, BIN sponsorship, e-money issuance and digital wallet provision, as well as full programme management and value-added services such as PSD2 and AML compliance expertise. The company is trusted to manage ground-breaking payment programmes such as prepaid/debit cards, travel money cards, gift cards, corporate cards, insurance cards, rewards cards, loyalty cards, staff cards (like Ticket Restaurant, Eco Cheque), promotional cards, corporate expense. The company's programmes operate across multiple media and form factors, including physical, virtual and Apple Pay/Google Pay. The company has over 200 client programmes across 26 countries.
The role
The Operational Risk Manager is part of the second line of defense, which includes the independent control functions that oversee risk management and the effectiveness of first-line controls. The Operational Risk Manager ensures that risks are identified, documented and managed in accordance with applicable regulations and policies. The primary mission of the Operational Risk Manager is to implement the operational risk management framework which includes policies, procedures, risk limits and risk control mechanisms to detect, measure or assess, control, manage, mitigate and report, in an adequate, continuous and timely manner, the risks associated with the company's EU activities.
His main responsibilities are organized around three pillars:
Implementation of the risk management policy
Development of process, risk and control mapping
Monitoring the effectiveness of first line of defense risk mitigation measures
In coordination with the other independent control functions, the Operational Risk Manager must both guarantee the good governance of the organization and be a source of proposals and support for the operational teams.
Main Responsibilities
Development of the overall risk management framework
Updating and monitoring of the Risk Appetite Statement and Key Risk Indicators
Responsibility and implementation of the operational risk management policy
Development and continuous improvement of process, risk and control mapping
Support to process managers for the proper management of risks and operational incidents
Promote a dynamic and effective risk culture throughout the organization
Analysis of risks related to new projects, products or services or during changes in organization or processes
Adequate information and reporting to internal stakeholders
Special focus on specific regulatory expectations regarding outsourcing risk, information security and data protection
Active participation in risk management working groups and committees
Follow-up of operational incidents and action plans
Major Difficulties
Ensure the constant evolution of the global risk management framework to integrate the emergence of new risks and meet the authorities's increased expectations (e.g. concerning the specific management of outsourcing or cloud computing risks)
Coordination and integration with other control functions (Compliance, AML, Internal Audit) and PPS Group stakeholders
Build appropriate status and a central position in the organization
Guarantee the independence of the function while actively participating, as a manager, in the development of the company's activities
Ensure proactive cooperation with operational managers
Performance Indicators
Regular updating of the required documentation
All Key Risk Indicators validated by the Board of Directors
The number of operational incidents and the status of the corresponding action plans
The number of people trained internally in risk management
Quality regulatory reporting
Key Working Relationships
Collaboration with the entire management and executive team in EU
Coordination with other control functions (Compliance, AMLCO, internal audit)
Coordination with risk function at group level
Management of 1 employee (Ops Risk Officer)
**Requirements**:
**Skills**:
Level of study: Master's degree with an economic or scientific orientation.
Experience: At least 5 years of experience in a similar role (risk management, internal control, operational audit). Experience in a regulated field is an asset.
Languages: Excellent level of English and FR and/or NL.
Know-how, knowledge related to the professional environment (standards, technical tools,...)
Knowledge of the regulatory framework for PPS EU activities (EMI)
Knowledge of supervisory expectations for operational risk management (DORA)
Mastery of process, risk and control documentation standards and tools (COSO ERM, ISO27xxx, PCIDSS, NIST, etc.)
International and matrix experience
Knowledge of project management methodologies
Soft skills:
