**Skills, knowledge, experience required**:
- Master of Science degree in Computer Science or a related discipline, or equivalent experience to a Master's degree
- Previous experience in or with NCIA, thorough knowledge of NCIA project management processes, and familiarity with NATO policy and procurement procedures (asset);
- Experience as a project manager in Communications and Information System (CIS) projects (minimum 3 years) or as a project team leader (minimum 3 years);
- Deployable to operational theatres on short notice for a limited period of time (Note: NCIA will handle pre-deployment training if needed);
- Experience in:
- Managing, planning, design, system engineering, and implementation of military or similar CIS;
- Working in an international environment, preferably involving both military and civilian staff;
- Thorough knowledge and experience in using Microsoft Project or Service Now;
- Knowledge of and experience with current technologies relevant to the work;
- Proven ability to communicate effectively in English, orally and in writing, with good briefing skills;
- Formal qualification in project management (PRINCE2 and/or PMP);
- English 4343 (see STANAG 6001);
- Ability to:
- Operate autonomously under time pressure and continuously multitask;
- Independently produce project documentation in English, including comprehensive price proposals and Statements of Work;
- Interact and coordinate with internal and external stakeholders (including customers) according to principles and best practices for stakeholder management;
- Quickly and enthusiastically learn new procedures and terminology.
**Duties/role**:
- Managing assigned CIS projects and/or individual work packages (within the context of Service Design and Service Transition activities) in close cooperation with the relevant service/business areas in the Agency and other non-Agency stakeholders in the Alliance, in accordance with approved project requirements, constraints, and baselines, from start-up to closure;
- Producing high-quality project deliverables, including Price Proposals and Statements of Work, based on concrete, unambiguous, and measurable requirements;
- Leading and coordinating the identification, development, analysis, and consolidation of user and project requirements;
- Developing solicitation documentation (RFQ, IFB) and planning and executing the solicitation/competition activities in coordination with relevant Agency stakeholders;
- Interacting with internal and external stakeholders, including Contractors and NATO organizations;
- Monitoring and controlling project execution with documentation review, testing, delivery, etc.;
- Acting as a team member for large projects, particularly to support the project manager and other project team members for any relevant duties;
- Being prepared to act independently as a Test, Migration, Requirements, or Implementation Manager;
- Traveling to other NATO locations, including operational theaters as required;
- Adhering to NCI Agency guidance and directives as well as NATO standards;
- Performing any other duties as mandated by the line manager.
