**Skills, knowledge, experience required**:

- Minimum requirement of a Bachelor's degree from a nationally recognized/certified university in a related discipline and 3 years of post-related experience;
- A recognized formal Project Management qualification, such as PRINCE2 Practitioner/Project Management Professional (PMP). Lack of formal qualifications can be compensated by demonstrating expertise and experience in the domain;
- Recent extensive Project Management experience (at least five years) in a large-scale IT organization;
- Experience in planning, design, system engineering, and implementation of communication aspects of Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems;
- Knowledge and experience in state-of-the-art technologies relevant to the work, including Deployable Communication and Information Systems (CIS) network design, switched multimedia networks, and familiarity with related international/commercial/industrial standards;
- Proven ability to communicate effectively orally with tact and diplomacy, and in writing, possessing good briefing skills.

**Desirable**:

- Proven success as a project team manager/leader in Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) acquisition projects;
- ITIL Foundation Level Certification;
- Engineering background and technical leadership experience;
- Experience in Project Management automation (ServiceNow (SNOW)) and work collaboration tools;
- Knowledge of NATO or national governmental acquisition policy and procurement procedures;
- Prior experience working in an international environment comprising both military and civilian elements;
- Knowledge of NATO responsibilities and organization, including ACO and ACT.

**Duties/role**:

- Planning, implementing, and managing assigned projects in accordance with the appropriate NATO regulations and NCI Agency project management policies and procedures;
- Developing a business case (including procurement strategy, benefit and risk analyses, project proposal, and/or statement of works) to secure sponsor acceptance and funding;
- Executing the necessary Management, Coordination, and Quality Assurance functions essential for the successful delivery of capability and services;
- Taking responsibility for understanding client requirements, collecting data, delivering analysis, and problem resolution;
- Delivering projects within defined Scope, Time, Cost, and Quality tolerances and reporting on progress regularly and ad-hoc as required;
- Identifying, planning, and allocating resources to meet project milestones and/or initiating corrective actions when necessary;
- Managing the project's Key Performance Indicators (KPIs) and reporting any recognized anomalies and initiating corrective actions;
- Proactively managing Risks and Issues, keeping the Risks/Issues log up-to-date, and reporting any deviations directly with applicable courses of actions;
- Proactively managing the cash flow of projects and contributing to financial planning and reporting;
- Supporting the annual and multi-year Business Planning and forecasting by accurately planning and forecasting own projects;
- Supervising (directly or part of a Matrix environment) teams and individuals (project team members);
- Leading meetings and conferences with team members, internal/external stakeholders, and customers;
- Ensuring that realistic project plans are maintained and ensuring regular and accurate communication to stakeholders;
- Ensuring project artefacts are of the highest quality, accurate, and up-to-date by reviewing and maintaining them regularly;
- Participating in other project management-related activities;
- Undertaking relevant technical support and maintenance activities to keep project and risk plans and/or any other relevant information up-to-date in the Enterprise Business Applications;
- Deputizing for higher-grade staff (Principal Project Manager);
- Performing other duties as required.
