**RESPONSIBILITIES**:
Focal point and principal advisor and specialist at SHAPE for all aspects of Human Resources Management (HRM) for all employed under the SHAPE Community Services Fund (SCSF).
Managing the Section, exercising general supervision, coordinating, and controlling the activities, ensuring the effective utilisation of assigned personnel.
Ensure employer and employee compliance with applicable Belgian law and internal directives, conditions of employment, and individual contracts concerning the employment of LWS and SMD personnel.
**MAJOR DUTIES**:
- Performs the personnel management and administration of all SCSF personnel, including payroll, budget administration for SCSF Civilian employees (LWS) and SMD, and temps. Directs and supervises the work priorities of the section providing professional guidance and instructions to their staff. Provides general guidance and advice with the assigned functional area.
- Provides the proper conduct of the payroll preparation activities including controlling and verifying the computation of salaries, allowances, insurance premiums, tax payments, ensuring that these are carried out in accordance with relevant laws, rules and regulations.
- Manages and controls the end-to-end recruitment process and is as such responsible for all recruitment actions being carried out in a timely and efficient manner. Schedules, organises and attends Selection Board meetings.
- Develop and maintain key performance indicators and reporting methods and tools to support management decision-making of MWB Chain of Commandment.
- Formulates, recommends and implements measures and programmes to professionally develop, train and motivate staff and supervisors in order to enhance the former’s performance and improve the morale of the LWS/SMD staff.
- Maintains and updates the Conditions of Employment of LWS employees and Directives 005-14 for SMD Personnel.
- Developing, controlling, and analysing data used to monitor trends and effectiveness of programs and suggesting / implementing corrective actions as required.
- Prepares yearly payroll budget for the different activity managers and monitors the annual execution. Recommends cost reduction measures and efficiency and effectiveness improvements.
- Executes all administrative programs.
- Organises election of employee delegates and serves as an employer representative on the LWS Consultative Board.
- Assists as a technical advisor to the CHRM in the preparation, review or amendment of the Table of Authorised Personnel (TAP) or individual Job Descriptions and participates on request of the CHRM in job classification board meetings.
- Counselling and advising LWS, SMD and temporary personnel on all HR matters.
- Maintains close cooperation and professional contacts with SHAPE and/or Belgian authorities for matters related to HR management.
- Provide HRM expertise to the Chain of Command to support the Chain of Command’s vision for the accomplishment of their strategy.
- Carry-out all other duties as assigned by the MW Branch Head.
**ADDITIONAL DUTIES**
The incumbent may be required to temporarily perform a similar range of duties elsewhere within the Organisation without there being any change to the contract.

**ESSENTIAL QUALIFICATIONS**
**Education**:
- University degree in business administration, social sciences, personnel management, law or related discipline and 2 years post related experience or
- Bachelor degree and completed advanced vocational training in any of the above and 4 years post qualification management experience.
Professional Experience:
- HR Management experience in a government, organization or private company with more than 50 employees.
- At least 2 years managerial experience consisting in the supervision and direction of a HRM unit.
- Experience with automated payroll and HRM information systems.
- Thorough knowledge of Belgian Legislation and rules pertaining to employment, social security and income tax.
