**LEVEL OF EDUCATION**
As stated in Article 2.6.3.1 of DIGIT-TM II Service requirements, the minimum educational qualification for Lot 3 is: Level of education corresponding to Level 7 of the European Qualifications Framework, which typically corresponds to a master’s degree of 5 years.
**DESCRIPTION OF THE TASKS**
The following tasks will be performed by an external service provider:
- Develop comprehensive business architecture models that align with organizational strategies, goals, and priorities, integrating project and program strategies to ensure coherence with business objectives.
- Assess both IT and business leadership costs to identify opportunities for cost reduction and efficiency improvement.
- Evaluate systems for potential discrepancies, vulnerabilities, and areas for enhancement, conducting thorough research to optimize operational processes.
- Provide expert guidance on business architecture and systems processing, leveraging insights to create and implement long-term business visions and multi-year plans.
- Review cloud architecture and design to ensure adherence to security best practices and organizational policies, assessing security controls effectiveness, access management, encryption protocols, and data integrity measures.
- Management of the implementation of information systems to meet identified business needs, acquiring and utilizing the necessary resources and skills, within agreed parameters of cost, timescales, and quality.
- Coordination of the implementation of the business requirements.
- Definition and analysis of the business requirements.
- Guide the team in charge of project activities and review their deliverables. Ensure the agile methodology in place is applied.
- Participation in functional working groups, progress meetings, and meetings with the users.
- Preparation of quality plans, service level agreements, quality control and evaluation, quality assessments, or other quality matters associated with information systems projects.
- Preparation of security studies, security assessments, or other security matters associated with information system projects.
**Knowledge and skills**:
- Thorough knowledge of enterprise architecture frameworks (such as TOGAF, COBIT, Zachman).
- Proficiency in enterprise architecture notations (such as ArchiMate, BPMN).
- Knowledge of cloud security trends and agile methodologies, driving success on large, complex IT projects while engaging stakeholders effectively.
- Broad experience in IS security and data protection policies.
- Skilled in utilizing enterprise architecture tools (such as ARIS, Archi, Sparx Enterprise Architect).
- Very good knowledge of risk assessment and management in the context of technology and architecture decisions.
- Working experience of software development methodologies (e.g., SAFE, RUP).
- Good knowledge in relational databases management.
- Good knowledge of UML Modeling language.
- Excellent leadership and conciliation skills.
- Group session facilitation.
- Promotion skills (communicating the results of architectural approaches through presentations).
- Modeling and graphical representations.
- Experienced in business analysis and gathering user requirements.
- Skilled in validating cloud security documentation/plans.
- Experience with project management: planning, effort estimation, coordination.
- Good knowledge of project management standards and methodologies.
- Good knowledge of project management tools.
- Working experience in managing large international teams within collaborative environments.
- Experience in managing user groups and supporting users to make appropriate benefit decisions for IT developments orientation.
- Ability to give business and technical presentations.
- Very good communication skills with technical and non-technical audiences.
- Analysis and problem-solving skills.
- Capability to write clear and structured technical documents.
- Ability to participate in technical meetings and good communication skills.
- Capability of integration in an international/multicultural environment, rapid self-starting capability, and experience in working in teams.
- Ability to participate in multilingual meetings.
- Ability to work in a multicultural environment, on multiple large projects.
- Excellent Team Player.
- Ability to understand, speak, and write English at level C1; French at level B2+ will be an advantage.
**Specific knowledge and skills**:
- Minimum of 5 years of specific expertise in enterprise architecture notations such as ArchiMate and BPMN.
- Minimum of 5 years of experience in Project Management.
- Minimum of 6 years of experience in Business and/or functional analysis.
