Development Advisor

SHAPE is looking for a Development Advisor (Civil-Military Interaction) for supporting the Civil-Military Cooperation Liaison Branch to initiate, develop and enhance external relationships with relevant non-military actors.

**GENERAL BACKGROUND**:
SHAPE, the Supreme Headquarters Allied Powers Europe, is the Headquarters of Allied Command Operations (ACO), one of the two major military commands of the North Atlantic Treaty Organisation (NATO). **ACO safeguards an area extending from the northern tip of Norway to the eastern border of Turkey. This equates to nearly two million square kilometres of land, more than three million square kilometres of sea, and a population of about 320 million people.

Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.

The Partnerships Directorate (PD) enhances Military Cooperation (MilCoop) with Partner nations, International Organisations (IO) and Host Nations (HN).

The J9 Cooperation and Liaison Division provides overarching direction, coordination and advice across ACO on interaction between the Civil and Military entities.

The Civil-Military Cooperation Liaison Branch initiates, develops, maintains and enhances external relationships with relevant non-military actors.

The Partnership Directorate is responsible for providing the overarching direction, coordination and advice regarding ACO’s interaction with both Civil and Military actors in order to develop, maintain or strengthen cooperation with NATO. The J9 Cooperation and Liaison Division is responsible for providing situational awareness of the Civil Environment and advice on Civil Military cooperation (CIMIC). J9 promotes a Comprehensive Approach (CA): integration of both military and non-military capabilities in crisis management. The CIMIC Liaison (CL) Branch coordinates and conduct engagement and outreach activities with non-military actors such as EU, UN, IOs, NGOs, GOs, academia in order to foster and develop relationships and build trust among strategic partners.

The Governance & Stabilization Advisor is a general senior staff officer within the CL Branch with specific knowledge about international actors and civilian approaches to crisis stabilization processes.

**Principal Duties**

The incumbent's duties are:

- Contributes to building relationships with governance & stabilization focused civilian actors, to include GOs, IOs, NGOs, think tanks, and academic community at the strategic military level.
- Initiates and maintains contacts with governance & stabilization and rule of law focused IOs, GOs, NGOs and local actors during all stages of the crisis management spectrum (early analysis, shared assessment, pre-operational planning, planning, conduct of operations and post mission review).
- Assists with producing fused assessments on governance issues utilizing of all available information coming from civilian actors.
- PoC for Cross Cutting Topics (Protection of Civilians, Children and Armed Conflict, Cultural Property Protection and Building Integrity) that have governance focus on contribution to an early analysis and assessment of emerging conflicts and possible IOs, GOs and NGOs capabilities and engagement iccw CCOMC -staff.
- Advising on a different analytical and assessment methodologies sharing with relevant governance and rule of law focused IOs, GOs and NGOs.
- Advising on Concept and Doctrine Development of rule of law and governance and Civil Military Interaction in general Contribution in performing suitable methods of practical cooperation with UN and EU and other IOs.
- Providing support to Defense and Strategic (pre) operational planning with an emphasis on governance, rule of law, and Civil Military Interaction.
- Contribute to an early analysis and shared assessment of emerging conflicts.
- Collaboration and liaison with NATO HQ (CEPC/CMPS, EADRCC, IMS-P&P, IS-PASP, etc.), JFCs HQ, CCOE/MNCG, etc. governance, rule of law, and Civil Military Interaction-related issues.
- Providing support in elaboration/revision of MOUs or other forms of formal arrangements with IO/NGOs Providing support to the NATO nations CA and S&R capabilities evaluation process.
- Providing support to CA and S&R implementation within NATO ETEE activities
- Ensuring governance, rule of law and Civil Military Interaction Lessons Identified and Learnt implementation into concept and doctrine development, SOPs and TTPs.
