We are looking for a highly motivated Programme Manager to join our Buildings & Industry team and drive industrial transformation through green public procurement. In this role, you will lead our campaign and advocacy work to make all public procurement in the EU truly green by 2030, starting with the most intensive materials such as steel or cement.
**About ECOS**:ECOS is an international NGO with a network of members and experts advocating for environmentally friendly standards, policies and laws. We ensure the environmental voice is heard when they are developed and drive change by providing expertise to policymakers and industry players, leading to the implementation of strong environmental principles. _Our successes_ include securing a ban on new fossil fuel boilers, mainstreaming ecodesign, introducing universal chargers, and improving our right to repair. ECOS is headquartered in Brussels and has an exceptional team of over 35 staff supported by a network of over 50 technical experts and almost 60 member organisations.
Your main tasks will be to:
- **Programme & Policy**:
- Shape and launch an advocacy campaign to promote mandatory Green Public Procurement policies at EU-level
- Focus on the impact that Green Public Procurement can have in driving emission reductions in the building and industry sectors (steel, cement)
- Create impact through advocacy, standardisation and campaigns
- Raise ECOS profile on this topic at national, regional and international level
- **Engagement with ECOS networks**:
- Create impactful communications content for ECOS including articles, opinion pieces, and publications, in cooperation with the Communications Department
- Actively strengthen cooperation with ECOS networks including member organisations, potential new members, campaigns and any relevant stakeholders
- Ensure effective involvement of members and experts in ECOS activities
- **Project portfolio management**:
- Project management including working with partners at national and European level, and coordinating with colleagues across various teams
- Manage and develop relationships with funders
**Skills and experience required**:
- Minimum 5 years of relevant professional experience, preferably with NGOs, institutions, consultancies, or companies working in the environmental field
- Knowledge of industrial and/or green public procurement policies at national, European or international level or a desire and capacity to develop such knowledge
- Demonstrated experience in developing & implementing strategies to achieve change, ideally by leading coalitions or campaigns
- Willingness to developing understanding of technical work and the standardisation processes
- Commitment to the values, vision and mission of environmental NGOs
- Strong analytical skills & ability to translate technical information into digestible information
- Excellent time and project management skills
- Excellent writing, communication, networking and negotiation skills
- Fluent English, other languages an asset
