**1. CONTEXT/INTRODUCTION**
RTD.H.DEP.IT in partnership with other Commission services and stakeholders, provides high quality corporate solutions/information systems for the Research and Innovation Family, enabling the successful implementation of the Commission's Digital Transformation and EU policies. In close collaboration with other Commission services and its customers, the RTD.H.DEP.IT builds and operates solutions in the areas of grants, experts and procurement management. The Dynamic form team requires the services of one Enterprise Architect. The solution assignment may change over time, according to the portfolio/project/service needs.
**2. DESCRIPTION OF THE TASKS
Following tasks will be performed by external service provider:
- Create business architecture models that reflect the organization’s strategies and goals.
- Integrate the project and program strategies and ensure alignment with business strategies and drivers, and management priorities.
- Identify ways to reduce costs in IT and business leadership.
- Evaluate systems for discrepancies or vulnerabilities.
- Conduct research to find ways to improve operations.
- Provide business architecture and systems processing guidance.
- Create and implement a business vision and multi-year plan.
- Coordination of the implementation of the technical architecture.
- Help to deployment of the components, help to configuration management.
- Documentation of the technical implementations and the composites.
**3. LEVEL OF EDUCATION**
As stated in the Article 2.6.3.1. of DIGIT-TM II Service requirements, a minimum educational qualification for lot 3 is: Level of education corresponding to Level 7 of the European Qualification Framework which typically corresponds to a master degree of 5 years. 2
**4. KNOWLEDGE AND SKILLS**
Following skills and knowledge are required for the performance of the above listed tasks:
- Knowledge of enterprise architecture principles to ensure that IT systems are aligned with ongoing business strategies and standards.
- Knowledge of enterprise architecture notations such as BPMN
- Knowledge of enterprise architecture tools such as ARIS
- In depth knowledge of information systems.
- Good knowledge of enterprise architecture, good working experience with UML, RUP, Balsamic standards, SOA, SOAP, Power Designer, Oracle, SQL, in a Java J2EE environment
- Ability to give business and technical presentations.
- Ability to cope with fast changing technologies.
- Very good communication skills with technical and non-technical audiences.
- Analysis and problem solving skills.
- Capability to write clear and structured technical documents.
- Capability of integration in an international/multicultural environment, rapid self-starting capability and experience in working in team.
- Ability to participate in multilingual meetings.
- Ability to work in multi-cultural environment, on multiple large projects.
- Excellent Team Player.
- Ability to understand, speak and write English C1, French C1+ and other EU languages will be an advantage.
**5. SPECIFIC EXPERTISE**
Following specific expertise is mandatory for the performance of tasks:
- at least 5 years of specific expertise in IBM Rational tools (min. competence level 4)
