JRO-CBRND as part of the JPEO CBRND is tasked with the development of capability documents. The products of this work will directly benefit the warfighter by linking Joint and Multi-Service CBRN Defense requirements to today’s dynamic concepts of operation. This award establishes a support framework for the JRO-CBRND to develop Joint requirements. The DoD philosophy for Joint CBRN requirements generation is top-down, concept-driven, threat-informed development with bottom-up refinement. Joint CBRND capabilities development is resourced by the Assistant Secretary of Defense for Nuclear, Chemical, and Biological through the Chemical and Biological Defense Program (CBDP) and Radiological and Nuclear Defense Capabilities Development Program (RNDCDP). Joint requirements generation is executed under the direction and guidance of the Chairman of the Joint Chiefs of Staff and the JROC. Joint CBRND requirements generation utilizes integrated planning, conducted by the JRO-CBRND in collaboration with the Services, Combatant Commands, Defense Agencies, and the Joint Staff, and approved through by the JROC.

SPA has a near-term need for a Senior CBRN Analyst (Integrator - LNO for NATO HQ).

**Responsibilities**:
For the Chem, Bio, Rad/Nuc and Medical areas, analysts will oversee the Analyses of Alternatives (AoA) and develop requirements documents in coordination with the service and combatant command representatives. They will organize and conduct at least quarterly, an Integrated Concept Team (ICT) meeting with all relevant stakeholders and provide draft minutes. They will be responsible for developing Joint operational requirements by drafting, staffing and adjudicating requirements documents prior to entering them into KM/DS. All CBRN Analysts will develop and complete Joint Staff Action Packages (JSAPs) to accomplish tasks utilizing ETMS2. Liaison Officers will assist the command/staff element to which they are assigned to represent its CBRN defense and CWMD requirements to the Defense-wide Chemical and Biological Defense program (CBDP), the Joint Staff and the Services. Qualifications:
**Required Qualifications**:

- Possession of an earned MS/MA degree in an appropriate discipline is highly desired.
- Requires 15 to 20 years of relevant technical area experience (comparable to a retired O-5 / CWO5 or above or a former GS-14 or above), must have ten (10) years’ experience in Joint and/or Service requirements development and at least five (5) years’ experience on the Joint, OSD, a CCMD and/or a Service staff. For CBRN Analysts (senior-level) proposed solely as Liaison Officers (LNOs), at least five (5) years’ of Joint and/or Service staff experience; may have been on ANY Joint and/or Service Staff.
- TS-SCI and the ability to maintain it throughout employment.
