The NATO Communications and Information Agency (NCI Agency) helps NATO keep its edge. Based in Brussels, Belgium, the Chief, Business Planning & Execution Management is a leadership role responsible for the Agency wide management of the Business Plan, Workforce Plan, Service Portfolio and Costed Customer Service Catalogue, Benefits and Savings Strategy and Plan.

The NCI Agency acquires, deploys and defends communications systems for NATO's political decision-makers and Commands. The Agency is on the frontlines against cyber threats, working closely with governments and industry to prevent future debilitating attacks.

At the NCI Agency, you will sharpen your expertise as you work within a dynamic multination team of civilian and military professionals at the top of their fields.

**The role**:
The Chief, Business Planning & Execution Management will be part Chief Operating Office (COO). This group are accountable for aligning demand and supply to create customer value, by leading business planning, prioritizing incoming requests. COO lead life cycle business development, overseeing resource allocation to projects and services, directing data-driven performance improvements, keeping the Agency Portfolio, Programme, Project and Services Management (P3SM) Framework updated and ensuring compliance, supporting full life-cycle support for Service Delivery and continual improvement, supervising compliance with Agency processes, and promoting a collaborative environment for effective and efficient business operations.

The Chief will have responsibility of four highly specialised and international team with this role being accountable for the provision of day-to-day support to all organisational elements with Programme, Portfolio, Project, Service Management (P3SM) responsibilities. In addition, the Chief oversees activities related to monitoring and reporting on Agency business performance, and Agency Business Intelligence activities, to support a vision for a data-driven Agency. The post will focus on four key areas of:

- Business Planning
- Business Execution
- Resource Management
- Policy Development

**About you**:
Applicants will be required to hold a Master’s degree at a nationally recognized/certified university in a related discipline and 10 years’ post related experience or a Bachelor’s degree at a nationally recognized/ certified university in a related discipline and 15 years’ post related experience. In addition this you can demonstrate:

- Extensive experience (minimum 10 years), involving leading and managing business operations in a technical organisation. Such experience should encompass:

- All Lifecycle aspects of Information Systems preferably with emphasis on Service Portfolio and Service Life Cycle Management and cost of ownership
- Demand Analysis, Workforce Analysis, Business Planning, Financial Planning
- Defining mechanisms to collect, analyse and report the input/data from various sources and stakeholders
- Developing, implementing and improving strategic business planning processes
- Providing relevant reports, analysis and advice to internal and external stakeholders
- Proven experience of effective people management; ability to recruit, lead, and manage staff, evaluate performance, and build an effective team
- Demonstrated ability to Work across a diverse group of stakeholders to facilitate change management as we evolve our processes
- Knowledge of international, commercial/industrial C4ISR/IT standards
- Knowledge and experience involving the development, management, acquisition and/ or implementation of major communications, computer, command and control, or intelligence (C4I) systems and/ or programmes, within NATO environment
- Knowledge and experience in state-of-the-art project and business management processes, procedures and tools, including risk management, stakeholders management

- Working with corporate information systems for Enterprise Resource Planning (ERP), in particular as they relate to the production of plans and management reports
