WHAT WE DO
The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance.
PURPOSE OF THE ROLE
In close coordination with the Brussels Delegation's management team and under the Line Management of the Resource Mobilization Head of Eurasia and the Eurasia ISC (GVT), the Senior Account Manager (EC) defines and orchestrates the ICRC's fundraising strategy vis-à-vis the European Commission and manages relations with the European Commission's donor counterparts (existing and new) to secure the funding portfolio as well as enhance the resources necessary for the operations of the ICRC.
The European Commission, through the Directorate General for European Civil Protection and Humanitarian Aid Operations (DG ECHO), is the ICRC's fifth biggest donor, with contributions of over MEUR 150 per year. Funding is provided through country
- or region-specific contracts that require substantial interaction with the respective DG ECHO units.
This position is to be based in Brussels. It steers and mobilizes the institutional funding interaction with DG ECHO and leads on all European Commission donor sources. The Resource Mobilization Division (REM) in Headquarters holds first accountability to income and manages the institutional relationship between the ICRC and its donors. The European Commission team holds first responsibility for the securing of income generated from the European Commission.
MAIN DUTIES AND RESPONSIBILITIES
Managing Donor Experience
In close coordination with the Brussels Delegation:
- Mobilizes the steering of negotiation and exploration of funding opportunities with the European Commission.
- Ensures that a positive relationship is maintained with the European Commission and all vital information shared to optimize the mobilization of resources for the ICRC. This involves maintaining and developing a lasting working relationship with a wide range of interlocutors inside DG ECHO and other relevant departments in Brussels.
- Ensures regular collaboration and actively enables intersections on the Delegations' thematic and Policy priorities.
- Carries out strategic engagement and enables as well as supports high-level engagement with the EU, such as high -level (bilateral) dialogue/Strategic Dialogue, European Humanitarian Forum (HLD/SD, EHF) President missions and other high-level meetings etc.
- Regularly runs the analysis of trends, opportunities, providing accurate target income projections for the year.
- Oversees the requirements of pillar assessments.
- Oversees the implementation of the new Financial Framework Partnership Agreement (FFPA), which governs all ECHO funding, including the level of earmarking, the nature and frequency of reporting, budget format, contractual issues, eligible costs, procurement, payment schedules, visibility/communication, evaluation/verification, and renegotiate when needed.
- Coordinates the verification, risk assessment exercises and audits.
- Leads the communications transparency obligations.
Fundraising Partnership Management beyond REM:
- Ensures regular engagement and coordination with Eurasia Operations Coordinator.
- Coordinates with counterpart in the Federation.
Fundraising Team Management
- Leads a team of four staff based in Brussels and in Geneva.
- Provides guidance, orientation, and close steering to Reporting (REM_REP) colleagues in Manila.
Other activities
- Prepares and contributes to briefing files.
- Facilitates and accompanies when needed ECHO Field missions.
- Ensures regular and tight coordination on transversal topics within REM, Clearing House, IDC, REP (Engagement Solutions teams).
**REQUIREMENTS**:
- University degree required, preferably in social science, business administration or another relevant field.
- Proficiency in English and in French. Any other language an asset.
- Minimum 12 years of relevant professional experience. ICRC experience, and knowledge of the Movement an asset.
- Experience of the functioning of the humanitarian and/or development communities.
- Experience in representing the ICRC to donors and other external audiences either in the field or HQ is a clear asset.
- ICRC field experience is a clear asset and preferably in former management or coordination roles.
- An in-depth knowledge of and strong experience in the Europe region highly desirable.
- Familiarity of major humanitarian contexts and / or ICRC key operations is a clear asset.
- Excellent networking experience and pro-active relationship building.
- Excellent interpersonal, verbal and written communication skills, including public presentation skills.
- Capable of designing, influence and engagement strategies.
- Confident, collaborative and motivated self-starter, comfortable working with mínimal supervision.
