pbDates: /b — /p pbArrangements: /b 25 consulting days / approximately 200 hours, distributed by agreement over available weeks; portal work regime: 10%; working-time unit: day; homeworking: No. Preferred dates: 16/11/2026–08/01/2027, but the context explicitly requires completion in 2026; clarify this inconsistency and the 10% regime against the 25-day volume. Publication/start follows, or is conditional upon, MC approval of the analysis. Interviews expected in the week of 09/11/2026. /p pAgentschap Integratie en Inburgering seeks a senior ICT Business Analyst consultant for an independent review of ikdoemee.be. The participation platform is shared by AgII, Atlas and Amal, collectively E3, and has existed for three years. It helps newcomers find participation activities and opportunities to practise Dutch. Technical difficulties, inactive accounts, insufficient municipal moderation and pressure on the annual support and optimization budget motivate the assignment. /p pThe consultant assesses the current technical and financial situation independently of the existing technical partner. The analysis covers technical debt, recurring issues, maintenance costs, the shared back end with Welkom+ and relevant integrations. It includes UiT in Vlaanderen / UiTdatabank, planned links with vrijwilligerswerk.be and NederlandsoefeneninBrussel.be, and a short market exploration. A concise advisory report and short presentation must compare three scenarios and recommend an option consistent with objectives and budget feasibility. /p pThe assignment is limited to 25 consulting days, approximately 200 hours, allocated in consultation over available weeks. It is a one-off decision-support assignment and does not replace internal application management, product management or ALM. Daily support, bug fixing, a complete UX redesign, full social impact analysis and scenario implementation are excluded. The preferred start is 16 November 2026 and preferred end is 8 January 2027, although the context requires completion in 2026. Homeworking is not allowed, the portal indicates a 10% work regime, and publication or start depends on MC approval. /p h3Independent advisory mandate /h3 h3Public participation platform /h3 h3Technical financial analysis /h3 h3Defined consulting scope /h3 h3Responsibilities /h3 ul liAnalyze the current technical and financial situation independently of the current technical partner. /li liEstimate costs and risks for each future scenario. /li liRecommend a scenario with reasons aligned to objectives and budget feasibility. /li liDeliver a concise, substantiated advisory report and a short explanation to the client/E3 within 25 consulting days. /li liIdentify key technical bottlenecks, technical debt and structural causes of recurring issues and high maintenance/support costs, including relevant APIs and integrations. /li liAssess dependencies on and impacts of the shared back end with Welkom+ and the common technical partner for retaining, adapting or redesigning the platform. /li liAssess platform stability, maintainability and risks at a high level. /li liIdentify material UX and role-related barriers affecting costs, adoption or scenario feasibility, including moderator roles and accounts/roles, using available data and stakeholder interviews; exclude a comprehensive UX redesign study. /li /ul h3Must Have /h3 ul liSenior ICT business operations /li liBusiness process development optimization /li liDutch CEFR C2 proficiency /li /ul h3Nice to Have /h3 ul liDemonstrable stakeholder management experience /li liMultifaceted project management knowledge /li liCraft Next.
