About Health Care Without Harm (HCWH) Europe
HCWH Europe is a non-profit organisation that works to transform healthcare worldwide so that it reduces its environmental footprint, becomes a community anchor for sustainability and a leader in the global movement for environmental health and justice.
HCWH has offices in Europe, US, and Asia as well as a global team that works across all regions. HCWH works closely with health professionals, hospitals, healthcare systems, NGOs, local government, ministries of health and international organisations. HCWH Europe is active in 26 countries of the WHO Euro region and has a growing number of members. The HCWH Europe office is located in Brussels, Belgium.
Position overview
Reporting to the Director of Programmes, the Climate Programme Manager will lead the development and implementation of HCWH Europe’s climate-smart healthcare strategy and work programme. This will include the design and delivery of a new strategy for climate-smart healthcare in Europe, setting out a vision, goals, and strategic framework to shape the European healthcare sector’s response to climate change, supporting the development of climate resilient and low carbon sustainable health systems in Europe.
Key responsibilities:
- Lead the overall development and implementation of HCWH Europe’s climate-smart healthcare strategy, programme and team
- Lead HCWH Europe’s Operation Zero project:
- Design and implement a standardised framework to support national and subnational decarbonisation roadmaps for health
- Recruiting European health ministries to take part in the project and adopt the methodology
- Provide technical support and guidance to project participants
- Develop tools and resources to measure progress towards system-level decarbonisation in the European health sector across all GHG Protocol scopes
- Engage with technical consultants and other partners as necessary
- Develop and roll-out a risk assessment tool to evaluate the impacts of climate change on healthcare systems and develop hospital-level climate-smart action plans that integrate both mitigation and resilience initiatives
- Build national-level strategic partnerships with members and governments to carry out advocacy activities aimed at integrating climate into health policy and health into climate policy in European countries, and raise awareness of the health risks associated with climate change and the impacts on national health systems in terms of burden of disease and potential economic cost
- Develop partnerships with other NGOs and key stakeholders to drive the climate and health agenda in Europe, including WHO Europe and Climate Action Network Europe
- Contribute to WHO Europe’s Health in Climate (HIC) Working Group, as a key part of HCWH Europe’s role in the Environment & Health Task Force
- Oversee major climate-related projects and campaigns, in collaboration with partners and consultants, and prepare project reports as necessary
- Develop and roll-out a range of tools and resources to support HCWH Europe’s members and other European hospitals and care providers to decarbonise and become climate-resilient, and track facilities-level progress in decarbonisation efforts
- Support GGHH members understanding and addressing their supply chain GHG emissions (scope 3) through guidance document on targeted healthcare procurement product categories, and case studies of best practices demonstrating how improved procurement processes and criteria can address these issues
- Develop data collection, measurement, and reporting processes to track progress towards climate and carbon reduction goals in Europe
- Develop a mentoring programme to support European hospitals to transition to climate-smart healthcare to support scaling in the region, and organise training sessions on climate-smart healthcare for HCWH Europe members
- Support the Director of Communications & Marketing and Network Development Team to grow HCWH Europe’s network in Europe, developing relationships and identifying best practice solutions for Climate-smart Healthcare
- Work with the Development Team to identify funding needs and priorities and engage with funders and funding opportunities to ensure the programme is adequately resourced
- Oversee the roll-out of the Healthcare Climate Challenge and awards, Race to Zero initiative and Nurses Climate Challenge in Europe to encourage grass-roots participation and engagement in climate-smart healthcare
- Lead the coordination of HCWH Europe’s participation at international climate summits and events (e.g. UNFCCC COPs), and organise events and members’ meetings in parallel with these
- Coordinate HCWH Europe’s climate work with other HCWH regions, liaising with international staff
- Lead on the design, organisation, and delivery of the annual European Healthcare Climate Summit and design and facilitation of sessions on climate and health at HCWH Europe’s annual conference
