**Skills, knowledge, experience required**:

- A Master's degree at a nationally recognised/certified University in a related discipline; and 5 years post related experience;
- Or a Bachelor's degree with 8 years post related experience;
- A recognised project management qualification (such as Prince2 Practitioner, Managing Successful programmes (MSP), Project Management techniques based upon PMI Knowledge area, Agile) and recent extensive experience (at least eight years) in the Project Management of major communication and/or command and control/management information system for a large organization;
- OR he lack of formal project qualification may be compensated by the demonstration of expertise in the domain;
- A recognised Service Management qualification (such as ITIL Foundation, ITIL specialist courses);
- Proactive attitude in seeking and maintaining trust from stakeholders;
- Proven ability to communicate effectively orally and in writing with good briefing skills;
- A thorough knowledge of one of the two NATO languages, both written and spoken.

**Desirable**:

- Extensive experience with project planning toolsets, preferably Service Now;
- Experience and certification in: Agile Project Management (Agile PM, Scrum)
- Experience and certification in Service Management (i.e. ITIL V3 or V4)
- Experience in supplier management, negotiations, conflict resolution and contract management
- Experience in development of Business Case (including cost/benefit analysis, etc.)
- Experience in creating and leading high performance delivery teams
- Experience in large IT infrastructure (data centres, networking, security, end user devices) implementation projects

- Experience in communications in front of higher management and large groups (briefings, written and oral presentations)
- Prior experience of working in an international environment comprising both military and civilian elements;
- Knowledge of NATO responsibilities and organization, including ACO and ACT.
- Some knowledge of the other NATO languages, both written and spoken.

**Duties/role**:

- Managing time, cost, and quality of all facets of the assigned project(s);Managing requirements in coordination with the customer;
- Managing and motivating project team(s) through clear guidance and assignment of work;
- Developing and maintaining project plans, particularly using the MS-EPM (Microsoft Enterprise Project Management) framework used by NCIA and in compliance with NCIA directive and project management best practices;
- Identifying, planning, and allocating resources to meet project milestones and/or initiating corrective actions when necessary;
- Using EBA (Enterprise Business Application; NCI Agency ERP system) to monitor and control project financial status and execute project managers' duties in the NCIA- defined Procure-to-Pay process;
- Monitoring and controlling project progress to ensure resources are consumed in accordance with the approved budget and within the approved timelines;
- Sustaining effective communications with different stakeholders (internally and externally), through the provision of briefings and the organization of meetings, including with NCIA top management;
- Considering program requirements as required;
- Providing relevant inputs to the various Agency's reports;
- Maintaining liaison with other Project Managers and Programme Managers to ensure the integrity and coherence of NATO CIS systems and capabilities;
- Maintaining close contact with NCIA Customers;
- Maintaining a close relationship with the appropriate levels of NATO bodies involved in NATO CIS processes;
- Representing the Agency in assigned NATO committees, steering groups/boards as required;
- Maintaining contact, as required, with representatives of industrial organizations within the NATO nations;
- Staying abreast of technological developments relevant to the area of work;
- Participating in trainings as applicable;
- Deputizing for higher staff as required;
- Performing any other duties as required;
