Eu - Data-warehouse & Reporting Developer - Brussels

**CONTEXT/INTRODUCTION
CINEA, A1 in partnership with other Commission services and stakeholders, provides high quality corporate solutions/information systems for accessing to accurate data, reporting and Business Intelligence services, including those needed for feedback to policy transforming CINEA into an efficient, data-driven organisation and, enabling the successful implementation of the Commission's Digital Transformation and EU policies. In close collaboration with other Commission services and its customers, CINEA, A1 builds and operates solutions in the areas of financial and technical implementation of the programmes under the responsibility of the Agency. S/he will work in unit A1, in the reporting team under the supervision of the Head of Sector Business Intelligence and Reporting. The main responsibilities for this position involve designing data models, building data warehouse workflows, implementing data quality checks, conducting data analysis and other datawarehouse maintenance/documentation tasks. The solution assignment may change over time, according to the portfolio/project/service needs.

**DESCRIPTION OF THE TASKS
Following tasks will be performed by external service provider:

- Designing and creating the data model for the data warehouse, including entity-relationship diagrams, data flow diagrams, and schema designs (Oracle is CINEA’s main database).
- Building, maintaining and integrating data from multiple sources into the data warehouse, ensuring consistency and accuracy (KNIME is CINEA’s main ETL tool).
- Implementing data quality checks and processes to ensure the accuracy and completeness of data in the data warehouse.
- Documenting and keeping datawarehouse documentation (data model, dictionaries and metadata) up to date.
- Developing and maintaining reports, dashboards, and other analytics solutions built on top of the data warehouse.(CINEA main BI tools are Qlik Sense, Python or R).
- Prepare advanced and complex SQL queries including query tuning; optimize query performance and other database objects.
- Development and maintenance of business intelligence solutions built in Qlik Sense, Python, R or 2 similar tools.
- Interaction with the business analysts, customer, users, project leaders and the developers

**LEVEL OF EDUCATION
As stated in the Article 2.6.3.1. of DIGIT-TM II Service requirements, a minimum educational qualification for lot 2 is: Level of education corresponding to Level 6 of the European Qualification Framework which typically corresponds to a bachelor’s level or 3 years of higher education.

**KNOWLEDGE AND SKILLS
Following skills and knowledge are required for the performance of the above listed tasks:

- Excellent knowledge of Oracle, SQL and PL/SQL. Experience with cloud-based technologies (such Amazon Redshift or Azure) would be considered advantageous.
- Excellent knowledge of Datawarehouse ETL tools (KNIME or other tools likeTalend or Pentaho).
- Excellent knowledge of data modelling and schema design
- Excellent knowledge of data analysis tools such as Python/R, Qlik Sense, PowerBI or similar tools
- Ability to properly document data dictionaries, metadata and data models.
- Ability to give business and technical presentations
- Ability to cope with fast changing technologies used in data analytics, business intelligence and data warehousing activities
- Analysis and problem solving skills
- Capability to write clear and structured technical documents
- Ability to participate in technical meetings and good communication skills
- Capability of integration in an international/multicultural environment, rapid self-starting capability and experience in working in team;
- Ability to participate in multilingual meetings;
- Ability to work in multi-cultural environment, on multiple large projects;

- Ability to understand, speak and write English (C1/C2), French (B2) will be an advantage;

**SPECIFIC EXPERTISE
Following specific expertise is mandatory for the performance of tasks:

- at least 5 years of excellent knowledge in Oracle, SQL, PL/SQL, cloud technologies and data warehouse development (min. competence level 4)
- at least 5 years of excellent expertise in ETL tools (such as KNIME, Pentaho or Talend) (min. competence level 4)
