WWF Mediterranean is looking for a consultant or network secondment to help the program build a Public Sector and Foundations marine project portfolio for North African countries (Morocco, Algeria, Tunisia, Libya). The job is initially for one year with the possibility to extend depending on results achieved.
Location/Contract Details:
WWF office in Casablanca, Tunis, Rome; working from home also possible but frequent travel to the region is required.
This is a one-year consultancy or secondment from the WWF network.
Context:
WWF Mediterranean is responsible for developing and implementing WWF programs in North Africa, including Morocco, Algeria, Tunisia and Libya. Oceans/marine is a key conservation priority for WWF in North Africa. Strategic objectives reflect the WWF Mediterranean Marine Initiative strategy and focus on transforming fisheries policies and supporting sustainable small scale fisheries; establishing a system of effectively managed marine protected areas; promoting a sustainable blue economy. WWF operations in North Africa are supported by two country offices in Tunisia and Morocco.
Major functions:
The manager, development and fundraising is responsible for identifying funding opportunities, particularly in the public sector partnership dimension, building dialogue and relations with the relevant donor agencies, as well as coordinating and facilitating interactions with project partners, WWF PSP team and WWF offices, to develop & submit successful project proposals. He/she represents WWF in meetings and discussions with bilateral and multilateral organizations leading to potential funding opportunities.
Main responsibilities:
- Assess funding opportunities for marine conservation work in North Africa with a focus on Public Sector agencies and foundations;
- Establish relations with donor agencies and foundations, investigate priorities, identify areas of convergence between PS/Foundations donors strategies and WWF priorities;
- Help the MMI and North Africa teams to develop project ideas that align with PS/Foundation donors while pursuing the MMI strategic objectives for North Africa;
- Identify potential project partners for large-scale regional project proposals, including public authorities, research organizations, economic actors, local communities, other NGOs; this includes looking for opportunities for WWF to enter into large-scale funding proposals with a partner role;
- Develop project proposals, write projects, co-ordinate submission process.
Expected results:
We expect that in 12 months project funding proposals for a potential funding of 3 to 5 M€ are submitted with a good chance of approval and expected funding availability for the FYs 21-24.
What you need:
**Required Qualifications, Skills and Competencies**
- University degree, preferably in the environment, development, international relations, economics or social sciences;
- At least 7 years of experience with PSP Institutions and/or donor agencies;
- Proven experience in fundraising and/or NGO development, good understanding of NGO role and culture;
- International experience with good understanding of working in North Africa will be considered as a plus.
Skills and abilities:
- Strong strategic thinking; program/project design skills;
- Fluency in French and English required; Arabic an advantage;
- Proven record of working with bilateral and multilateral donors with an excellent record of project approval and secured funding;
- Outstanding ability to develop/write/manage funding proposals, including budgets;
- Proven ability in representing an organization to, and interacting successfully with, donor agencies and government representatives;
- Good networking abilities appropriate for a multi-cultural environment;
- Ability to build project partnerships and consortia;
- Strong coordination, communication and interpersonal skills;
- Knowledge of the EU institutions and funding lines;
- Knowledge of project proposal development and project management.
