Portfolio Manager

This is a position within the NATO Communications and Information Agency (NCI Agency), an organization of the North Atlantic Treaty Organization (NATO).

The NCI Agency was established with a view to meeting to the best advantage the collective requirements of some or all NATO Nations in the fields of capability delivery and service provision related to Consultation, Command & Control as well as Communications, Information and Cyber Defence functions, thereby also facilitating the integration of Intelligence, Surveillance, Reconnaissance, Target Acquisition functions and their associated information exchange.

The CTO Innovating Team develops, implements and promotes the innovation-related activities across the NCI Agency in support of NATO policy development and adaption of NATO transformation, while de-risking the implementation of NATO C3 capabilities and ICT services and facilitating their evolution. This includes facilitation of informed dialogues with NATO, national, industrial and academic stakeholders in the areas of emerging technologies, NATO Programme of Work (PoW) projects, and architectural and technological challenges across the full spectrum of ICT services and C3 capabilities, including Cyber Defence. The CTO Innovating Team is responsible to Chief Technology Officer for the management of the NCI Agency Innovation Programme of Work Portfolio of all NATO PoW and selected multinational projects and for ensuring that the portfolio projects are internally coherent, non-duplicating and aligned with NATO and NCI Agency technical strategies and roadmaps. The team is also responsible for the execution of a subset of portfolio projects that address multi-domain innovation areas.

**Duties:
Under the direction of the Chief Innovating Team, the incumbent will perform overall duties in the area of Innovation, such as the following:

- Monitoring the external environment for new NATO directives and strategies, technologies and innovation opportunities;
- Providing strategic advice to CTO and NCI Agency Leadership on technology and programmatic aspects of NATO programmes and initiatives;
- Leading the development and update of the NCI Agency Innovation Strategy and Innovation Implementation plan and manage its implementation;
- Engaging with NATO CIO, NHQC3S, ACT and nations on NATO innovation and associated activities, as well as de-risking the implementation of NATO ICT services and C3 capabilities and facilitating their evolution;
- Coordinating the technical management of the Innovation PoW Portfolio;
- Linking portfolio projects with technology and capability roadmaps and NATO initiatives;
- Identifying synergies and opportunities in NCI Agency Innovation PoW Portfolio projects and activities;
- Reporting on Innovation portfolio outputs and outcomes through NCI Agency Innovation Dashboards;
- Providing technical coordination to individual projects as required;
- Identifying risks and needs for portfolio projects/activities and proactively engaging with senior internal and external stakeholders accordingly;
- Acting as Portfolio Manager for the NCI Agency Innovation Portfolio and/or PoW Coordinator for NATO PoWs.
- Deputize for higher grade staff, if required;
- Performs other duties as may be required.

**Experience and Education:
- A Masters degree at a nationally recognised/certified University in Engineering, Computer Science, Data Science or a related discipline with 5 years post-related experience;
- Experience in the conduction of analyses and development of concepts in the areas of ICT services and/or C3 capabilities, with proven contributions to the state of the art;
- Experience in managing research and development projects and/or programmes in the areas of ICT services and/or C3 capabilities technical and programmatic complexity and risk;
- Recognized track record in assessing risk and negotiating with stakeholders, including understanding their needs, problems and requests, and proposing constructive ways ahead;
- Experience in the management of innovation activities in ICT services and C3 capability areas and in interacting with national or multinational innovation ecosystems;
- Experience in the management of programmes and portfolios, including in the development of programmatic dashboards and reports to different audiences;
- Proven experience in stakeholder engagement activities with both internal and external stakeholders, including at very senior levels;
- Proven ability to identify future technology trends and convert insights into actionable opportunities for the development of new ICT services and C3 capabilities;
- Proven ability to communicate effectively in English both in writing and orally with excellent briefing skills to different types of audiences, including authoring high-quality reports and providing briefings to senior stakeholders.

**Desirable Experience and Education:
- Experience in Architecture development methodologies (e.g. TOGAF) and requirement management.
