Context

• Client ensures a sustainable handling of waste, materials and soil in Flanders. We meet the economic need for raw materials and materials locally by developing the circular economy. We encourage our target groups to handle materials carefully and focus on prevention and reuse. We guarantee the need for good soil quality, open space and healthy drinking water. We do this by avoiding new soil contamination and by pursuing an effective and fair remediation policy. In Flanders, we are the point of contact for the sustainable management of waste, materials and soil. At a global level, we use our expertise in waste, materials and soil to help shape international policy.
   
• The Soil Department aims to detect contaminated soil in a timely manner and to remediate it where necessary. The first soil remediation decree of 1995 already contained this objective. The existing computer application that is currently used for managing soil files and issuing soil certificates supports Client employees in this. However, the soil department also has new objectives. By 2036, Client wants to start at least remediation for all historical soil contaminations. Where soil investigations used to be carried out, where the trigger was a sale of a land or a periodic investigation of a high-risk activity, people are now much more active in detecting and tackling high-risk land. The existing application does not provide sufficient support for this. A number of additional functionalities and improvements are necessary. When land is actively traced, the volume of soil files will increase. The management of an increasing number of files must be more streamlined. It should also be possible to deal more easily with, for example, the problem of land registry mutations. We also want to work more geographically. The current application no longer meets the requirements, both functionally and technically. For the renewal of the application, a gradual process has been chosen. No big bang process, but replacement of existing parts with new development until the entire soil application is finally renewed.
   
• In addition, we want to set up a supporting part of the quality assurance system that goes hand in hand with the existing application. There are 4 external certification bodies that check a sample of the asbestos inventories for quality. Client wants to set up a machine learning project that allows the selection of the worst asbestos inventories for in-depth inspection by the certification bodies.
   
• Demonstrable experience in general business operations with application in the field of ICT.
• Demonstrable experience with development and optimization of business processes (BPM)
• Demonstrable experience with stakeholder management
• Demonstrable knowledge and experience of the various Project Management facets (costs, timing, coordination, planning, estimates)
• Language requirement: Dutch at European CEFR - level C2.
