Job Description:
- Your primary role will be to lead technical teams, coordinate stakeholders, and manage projects using the Agile Scrum methodology. This includes planning, prioritizing, facilitating Scrum ceremonies, and reporting.
- Depending on your profile, you will also serve as a technical expert for the teams. This role combines managerial and technical responsibilities. You will be supported by the steering committee for key decisions, both technical and managerial.
- Initially (4 to 6 months), you will primarily oversee the maintenance and migration of features for a legacy Windows thick client application used for investigation management and report writing.
- Concurrently, you will provide support during the start-up phase of a new project to develop a modern and innovative web-based solution to address a new need. This is a Case Management System platform designed to cover a critical operational requirement related to international police cooperation.
- This new solution will be based on the latest web application technologies, with a technological foundation built on a microservices architecture, micro frontends, containerized, highly available, and scalable.
- Once the legacy migration is complete, you will be primarily assigned to this project. However, you will continue to oversee the maintenance and support of the legacy application until its complete replacement. During this maintenance phase, the resources allocated to the legacy project and the tasks to be performed will be significantly reduced in favor of the new project.
- For each project, you will define deadlines and prioritize tasks to achieve the objectives. You will carry out your responsibilities under the supervision of the Program Manager, who is also in charge of both projects.
Main Responsibilities:
- During the first phase of your mission, you will be responsible for overseeing the maintenance of a legacy application (a thick Windows client):
- You will review the existing system and propose technical suggestions to stabilize certain parts of the legacy application.
- You will ensure that the legacy application remains compatible with future versions of Windows and that its behavior is stable during execution.
- In parallel with maintenance, you will progressively guide the implementation of the new solution based on a web-based and responsive approach:
- You will oversee backend and frontend development, as well as the implementation of unit and integration tests.
- You will ensure that the source code is properly versioned and that the technical documentation is written by the teams.
- You will guide the DevOps aspects and the implementation of deployment pipelines for applications, services, and infrastructure (IaC).
- You will manage projects using agile methods, adjust priorities to meet deadlines, and regularly provide project progress reports according to the deadlines set by the steering committee.
Desired Profile:
- You hold a bachelor's degree in computer science (at a minimum) or a master's degree (ideally), can demonstrate several years of experience in software development, including in technical roles, have experience in a similar position, and are proficient in the technologies used in the project.
- You demonstrate leadership, are able to unite various stakeholders (technical, management, and clients), and quickly build a network. You are empathetic but can also be firm when necessary.
- You can adapt your management style to different individuals, their personalities, and their sometimes diverse profiles. You are also able to assess the skills and capabilities of your team members to assign the right tasks to the right person.
- You are able to manage priorities to achieve objectives within deadlines and adjust them as needed in case of unforeseen events or difficulties not anticipated during initial planning.
- You can manage a project using agile methodologies, particularly Scrum. Sprint planning, daily stand-ups, reviews, and retrospectives are part of your daily routine.
- You have a strong understanding of .NET (C#), applied to the implementation of microservices. You are comfortable with REST API or gRPC concepts and event-driven approaches. You have experience developing single-page web applications (SPAs) using a micro-frontend architecture.
- You are proficient in authentication mechanisms via OpenID Connect and Office 365, for both backend services and frontend applications.
- You have proven experience in CI/CD and setting up deployment pipelines with GitLab. You are proficient in Git and familiar with branching, pull requests, and code reviews.
- Experience with Infrastructure as Code (IaC) is a significant asset.
- Knowledge of cryptography is also a plus.
- You are fluent in English, as well as one of the two national languages. Active knowledge of one national language and at least a passive knowledge of the other constitutes a real asset.
- Knowledge of the police environment, and more specifically of the Federal Judicial Police, is a significant advantage.

Hard Skills:
- Project Management: Proficiency in agile methodologies, particularly Scrum, for managing complex projects.
- Digital Transformation: Experience in application modernization and migration from a thick client to a modern web application, including user transition support.
- Security: Expertise in cybersecurity and implementation of secure solutions from the design stage (security by design).
- Software Modeling: Strong skills in UML and BPMN modeling.
- Monitoring: Experience with monitoring tools such as Grafana and Prometheus.
- Architecture: Microservice, Microfrontend (Angular), and Event-Driven architecture.
- Development: .NET (C#), Angular, HTML and CSS, Delphi (Add-Value).
- Testing: Unit and integration testing.
- Databases: Relational databases (PostgreSQL).
